<br />Councilmember Dehen asked if the pole barn was in good condition. <br /> <br />City Engineer Himmer responded the pole barn was in good condition and smaller vehicles could <br />be stored in the barn. <br /> <br />Public Works Director Olson noted there was a concrete floor in the pole barn and right now the <br />City had the need for indoor storage for confiscated vehicles. He noted the water tower would <br />also have storage underneath. He stated there was a low ceiling in the barn and it only had <br />residential garage doors on it. <br /> <br />Councilmember Elvig stated he did not see the value in keeping the home and maybe that the <br />house could be used for fire demolition, but he saw value in the barn. <br /> <br />Motion by Councilmember Jeffrey, seconded by Councilmember Wise, to authorize staff to <br />conduct a site inventory of the structures and have a pre-demo assessment performed. <br /> <br />Further discussion: Councilmember Dehen asked if the consensus was to take down the home, <br />would the City need to still prepare a demolition assessment. City Engineer Himmer responded <br />for the safety of the fire fighters, it would be necessary to prepare an assessment. Fire Chief <br />Kapler noted it was an extensive process to get a structure ready for fire training. <br /> <br />'Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Jeffery, Wise, Dehen, Elvig, <br />Look, and McGlone. . Voting No: None. <br /> <br />Case #4: <br /> <br />Consider Offer to Lease Property Located at 6701 Hwy 10 to Red Bobbin <br />Sewing Salon <br /> <br />Economic Development Director Sullivan reviewed the staff report. <br /> <br />Councilmember Jeffrey noted on a prior case the Council had turned down a less than market <br />lease and he was in favor of a market rate lease. <br /> <br />Motion by Councilmember Look, seconded by. Mayor Ramsey, for staff to prepare a lease for <br />$300.00 per month. <br /> <br />Further discussion: Councilmember Dehen asked if $300 was within the market rate. Economic <br />Development Coordinator Sullivan responded market rate would be $350-$450. Councilmember <br />Wise asked if the rent included CAM. Economic Development Coordinator Sullivan responded <br />he believed it did. Councilmember Dehen stated the City had to be careful about setting non- <br />market rate leases and he wanted to see a policy addressing this issue. Economic Development <br />Coordinator Sullivan noted this was a unique situation. Councilmember Look stated the market <br />was stressed and he was not sure anyone could say what the market rate was in today's economy. <br />He believed because this person did work for the local community theatre, that $300 was <br />appropriate. Councilmember Jeffrey stated he would be opposing this as the Council had just <br />turned away another tenant who wanted to rent for less than market rate.
