<br />1. Please describe in detail your firms/teams experience in providing development <br />management services and executing projects similar to the potential of Ramsey Town <br />Center and engaging in developer agreements with public entities. <br />a. Provide no less than five examples of projects your firm and lor team has been <br />involved with as development manager/developer and provide detail regarding <br />the role of your firm and/or team for each project <br /> <br />Ehlers has extensive experience in work on development and redevelopment projects, including high- <br />profile and politically charged projects. We are patticularly known for assisting cities in attracting <br />quality developers to complete redevelopment and development projects that have stalled in past eff01ts. <br /> <br />Ehlers' experienced staff provides assistance to cities with project management and coordination, <br />financial and market feasibility analysis, proforma analysis, negotiations, preparation of request for <br />proposals, proposal evaluation, project communication plans, implementation and other development <br />related services. We have assisted in negotiating development agreements with an aggregate value of <br />over $1.75 billion for clients on public-private development projects that have included a variety of <br />creative financing mechanisms, financial contributions to the City for spin-off projects or needs, and <br />look back language to assure that the City can recapture some of the assistance ifit is not needed to make <br />the project financially successful. A sample of recent and current projects that we are working include: <br /> <br />City of St. Anthony <br />Our redevelopment planning process enabled St. Anthony to finally get results in eff01ts to replace the <br />obsolete Apache Plaza Mall. The 50-acre redevelopment site features new retail, office space, town <br />homes, urban flats, senior cooperative units, as well as a 5. 6-acre central parle The development includes <br />a total of 662 new housing units, 228,000 new square feet of retail and 25,000 square feet of office space <br />to the community. <br /> <br />Stacie Kvilvang was the project manager for this project and she and other Ehlers employees were <br />involved in every aspect of this project from: <br />. Managing the project and process from inception through implementation due to limited staff <br />. Writing the RFP for developer selection <br />. Completing financial analysis of the project <br />. Negotiating the development agreements <br />. Writing and obtaining grant funds for the City <br />. Coordinating communication strategies, developing key messages and coordinating <br />communication pieces for the City <br />. Completing "look-back" provision after project was completed <br />. Coordinating creation of TIF district <br />. Coordinating and structuring tax exempt revenue bond "take out" financing <br />.
