<br />City of Brooklyn Park <br />Prior to joining Ehlers, Stacie Kvilyang worked for the City for 10 years and served as project <br />manager for all the City's housing and redevelopment projects, including but not limited to: <br /> <br />. The Village Redevelopment - 134 acre redevelopment site <br />. 65th and Douglas Revitalization Plan - redevelopment of 12 duplexes into 24 twin homes <br />and 12 single-family homes <br />. 62nd and Douglas Redevelopment - 10-acre wetland mitigation site and 7 -acre industrial park <br />. 73rd and Zane Avenue Redevelopment - 8-acre redevelopment site <br />. Negotiation of major development/redevelopment agreements including redevelopment of <br />over 1,600 multi-family units <br /> <br />In her role she was responsible for: <br />. Writing redevelopment plans <br />. Managing the public patticipation process <br />. Completing financial feasibility of projects <br />. Coordinating developer selection process <br />. Negotiating development agreements <br />. Writing staff rep01ts and presenting to all boards and commissions for approval of plans, <br />agreements, etc. <br />. Developing strategic initiatives to solve housing, economic development and redevelopment <br />problems <br /> <br />Mark Ruff was the City's financial advisor and assisted the City in completing financial feasibility <br />analysis, deal structuring, legislative strategies for new development tools and negotiation of <br />development agreement. <br /> <br />City of Mounds View <br />Our redevelopment planning process enabled Mounds View to meet an aggressive development <br />timeframe, obtain needed legislative changes and navigate the politically charged issues of assuring <br />Medtronic constructed its new 1.2 million sq/ft CRM headquatters in the City. <br /> <br />Services provided by Stacie Kvilvang and others from Ehlers included: <br />. Development of legislative strategy for approval of special TIF legislation <br />. Complete financial needs analysis and sizing of assistance <br />. Development of a project time line with flexibility to track all needed city, county, state and <br />federal approvals to assure development commenced by date required <br />. Development ofa project status report and tracking mechanism of items to be completed and by <br />whom <br />. Negotiation of development agreement, amount of assistance and payments to City <br />. Negotiation of lease agreements with Clear Channel for relocation of bill boards <br />. Presentation to community regarding project <br />.
