City of Arden Hills Stacie Kvilvang worked as Project Manager for the Twin Cities Army Ammunition Plant (TCAAP) redevelopment. Due to the current state of the economy and the developer no longer willing to pursue the redevelopment, this project has been put on hold. However, Stacie Kvilvang and Mark Ruffworked with the City on the following: . Project Management which included overseeing work flow of city depattments, developer and outside consultants . Development of a project time line with flexibility to track all needed city, county, state and federal approvals to assure development commenced by date required . Development ofa project status rep01t and tracking mechanism of items to be completed and by whom . Monthly rep01ts (verbal and written) to the City Council regarding the project . Development of legislative strategy for approval of special TIF legislation . Development of a communication strategy for the project and completion of RFPlinterview process to select outside consultant . Negotiation of development agreement, amount of assistance and payments to City . Preparation of financial feasibility and proforma analysis . Presentation to community and city commissions regarding project . Preparation and presentation of all power point presentations, staff rep01ts and executive summaries of project for approval . Development of Business Subsidy policy City of Crystal The City needed assistance in determining propelties to acquire with TIF funds and with the acquisition process. Stacie Kvilvang was the main contact person for this and worked on behalf of the City to: . Develop a financial analysis of all costs associated with the acquisition and future disposition of property . Present findings to City Council for review and consideration of which areas to concentrate on . Assist City staff in development of "reverse auction" letter to asceltain interest from owners in selling their propelty . Coordinate all aspects of property acquisition for five parcels of land including, acquisition notices, offer letters, negotiation of purchase price, site visits, meetings with property owners, attend closings and coordinate utility disconnect or transfer of accounts City of St. Louis Park St. Louis Park is a redeveloping community with a progressive CounciL a demanding citizenry and a vision of what is necessary to retain and attract citizens and businesses. They face a variety of financing demands, including street reconstruction, major improvements to Highway 100 and environmental challenges. Ehlers has assisted the City in a variety of redevelopment eff01ts and with bond issues including recreational facilities, major infrastmcture, and core City functions.
