<br />Both Mark Ruff and Stacie K vilvang have been involved in providing financial analysis of the <br />development profonnas, negotiating development agreements and sizing public assistance as needed for <br />the past ten plus years. Most recently, they have assisted the City with the negotiations and TIF analysis <br />for the West End Development at 1-394 and Highway 100. The West End development is a 1,500,000 <br />square foot redevelopment consisting of office towers, retail with structured parking, and hotels. The <br />City financed the development with a small G.O. TIF Bond and a large PAYGO developer note. In <br />addition, Ehlers just completed assisting the City with negotiations and review of developer profonna for <br />redevelopment of the AI's Bar site into a veliical mixed-use development consisting of 132 apatiments <br />over 16,000 square feet of retail space. <br /> <br />Prior to these projects, Mark Ruff actively patiicipated with the City in its eff01is to revitalize the <br />Excelsior Boulevard corridor and define a town center serve as an excellent redevelopment case study. <br />The cornerstone of the City's redevelopment eff01is is Excelsior and Grand, formerly known as Park <br />Commons. Completed in 2007, this project has brought over 500 housing units and 240,000 square feet <br />of office/retail development into St. Louis Parle <br /> <br />Ehlers, as the financial advisor for the City's Excelsior and Grand project, assisted the City with the <br />following: <br />. The first public patiicipation meetings in the mid 1990s <br />. Selling G.O. TIF debt in 1997, including variable rate taxable G.O. TIF bonds, for the land <br />acquisition of the project <br />. The RFP process for selecting the developer, TOLD <br />. The master developer to the final negotiations in which TOLD took a pay-as-you-go note for the <br />parking ramp costs and other site development costs. <br />. Assisted the City in the administration of the TIF rep01iing <br />. Development agreement compliance and modifications as the market for housing changed from <br />rental based to condominium based <br />. An internal loan for the public right-of-way costs <br />. A special service district to fund on-going maintenance of ROW improvements <br /> <br />The City of St. Louis Park turned to special service districts to make sure that their investment in <br />redevelopment is sustainable. As pati of its comprehensive redevelopment plans, the City instituted <br />improvements and enhancements to Excelsior Boulevard. Funds from the districts will be used to <br />supp01i a variety of services related to improvements made to Excelsior Boulevard. <br /> <br />In creating the districts, Ehlers: <br />. Analyzed the impacts on individual parcels from various funding options <br />. Analyzed service charge options <br />. Advised the City on the process to create the districts and impose the service charges <br />. Prepared information explaining the district and finance concepts <br />.
