<br />City of West St. Paul <br />Our redevelopment planning process enabled West St. Paul to finally get results in effolis to redevelop <br />South Robeli Street. Ehlers assisted the City in the following areas: <br /> <br />. Writing the RFP for developer selection and coordinating developer selection <br />. Completing financial analysis of the project <br />. Negotiating the development agreements <br />. Completing "look-back" provision after project was completed <br />. Coordinating creation of TIF district <br />. Coordinating and structuring tax exempt revenue bond "take out" financing <br />. Coordinating and structuring bond financing of public infrastructure <br /> <br />2. Describe in detail the team you would assemble or describe in detail the divisions of <br />your firm that would partner with the City to act as development manager as described <br />in required services <br /> <br />Staffing is a critical element of this proposal and Ehlers uses a team approach to service delivery. Two <br />financial advisors will have primary responsibility for our work with the City of Ramsey and will be <br />assisted by other financial advisors and research analysts as needed. Because we act as a team, we are <br />able to assure continuity of work and accessibility to the client. <br /> <br />Stacie Kvilvang will serve as the primary contact for the City on all matters related to managing the <br />project. She has been a Financial Advisor at Ehlers since 2002. She has over 17 years of local <br />governmental experience in project management, financial planning, economic development, tax <br />increment, housing, and redevelopment and extensive experience in developer negotiations, pro forma <br />analysis, communications strategies and program development. <br /> <br />Mark Ruff will serve as the secondary contact on the project will be involved as needed in completing <br />financial analysis of the project, developer proforma review and negotiations. He has over 20 years of <br />experience in the area of public finance and development. He also has experience and is an industry <br />leader in issuance of G.O. and revenue debt, tax increment, developer negotiations and pro forma <br />analysis. Mark is a current member and past President of the Minnesota Institute of Public Finance. He <br />has provided advisory services to counties, cities, townships, utilities, and special taxing districts since <br />1989. <br /> <br />Complete resumes follow at end of proposal. <br /> <br />3.
