<br />DEVELOPMENT MANAGEMENT SERVICES <br />Ramsey, Minnesota <br /> <br />bbpc <br /> <br />ASSOCIATES <br /> <br />Key Personnel <br /> <br />BBPC <br /> <br />Proposed responsibilities by specific staff likely to be assigned to work with the City are provided below, followed by resumes for each <br />staff member detailing relevant experience. <br /> <br />James Prost, AICP, Principal <br />Role: Principal,in,Charge/Project Director <br />James Prost, one of the founding principals and coowner of BBPC, will serve as principal,in,charge/ project director on all work <br />conducted with the City of Ramsey. On an as,needed basis, Mr. Prost will guide key personnel through financial analyses, private <br />sector development proposal evaluations, analysis of public assistance to private sector development, analysis of value recapture <br />opportunities, alternative financing recommendations, development and redevelopment negotiations, and market demand studies. <br /> <br />David Starnes, AICP, Vice,President <br />Role: Project Manager <br />Mr. Starnes is a vice president at BBPC and has worked on all facets of the development process. Mr. Starnes will, as project <br />manager, assist key personnel in the preparation of financial analyses, private sector development proposal evaluations, analysis of <br />public assistance to private sector development, analysis of value recapture opportunities, alternative financing recommendations, <br />development and redevelopment negotiations, and market demand studies. <br /> <br />Brian Dowling, Senior Associate <br />Role: Financial Analysis <br />Mr. Dowling has extensive market and financial feasibility experience; his skill in developing complex financial models used to <br />evaluate the feasibility and potential return of real estate investment opportunities will be utilized to develop the financial model for <br />the City of Ramsey Town Center. His financial expertise enables him to determine the most effective and appropriate capital structure <br />for private, public/private, and public development projects. He brings relevant experience having served as the redevelopment <br />coordinator for the City of Long Branch since 2007. In that role he has reviewed the financial and market assumptions of development <br />proposals ranging in value from $10M to $500M and structured public investments in select projects. <br /> <br />Autumn Calder, Associate <br />Role: Market Evaluation and Assistance on Financial Analysis <br />Mrs. Calder is an Associate with BBPC and a licensed Real Estate Sales Associate in the State of Florida. She will assist both Mr. <br />Starnes and Mr. Dowling with the various analyses. She specializes in economic development, land use planning and real estate <br />analysis for both the public and private sectors. Ms. Calder's experience includes: coordinating lease agreements with commercial <br />tenants, developing implementation strategies for downtown redevelopment and revitalization; conducting market and demographic <br />analyses; and preparing economic and fiscal impact analyses. <br /> <br />Basile Baumann Prost Cole & Associates <br /> <br />~ <br />
