<br />James Prost, one of the founding principals and co-owner of Basile Baumann Prost Cole
<br />& Associates, Inc., has over 35 years of experience in urban economics and real estate
<br />development advisory services. His experience includes such diverse fields as market
<br />and economic analysis, transit-oriented development, development packaging and
<br />solicitations, growth management, development programming, economic planning,
<br />financial feasibility, project funding, project implementation and management.
<br />
<br />His primary area of specialization includes transit-oriented development, economic,
<br />market and fiscal impact of public/private investments, public/private financing and
<br />funding programs, and transit-joint development programming. He has lectured
<br />extensively and conducted workshops on real estate development and transit-oriented
<br />development and has extensive experience of FT A-funded Joint-Use Transit projects.

<br />Relevant Selected Projects

<br />. Economic and Market Impact Analysis Industrial & Commercial Sites, Allegheny
<br />County, PA: Prepared economic/fiscal and market impact analyses for three industrial and
<br />commercial real estate development projects located in Moon and Findlay Townships in
<br />Allegheny County for the Allegheny County Airport Authority (ACAA) and the
<br />Redevelopment Authority of Allegheny County (RAAC). The purpose of these studies was to
<br />assist ACAA and RAAC in procuring funding for the projects through state and local sources.

<br />. Park Place Market and Economic Impact Analysis, Annapolis, MD: Managed the
<br />market evaluations and economic impact analysis for this mixed-use project located on West
<br />Street in Annapolis, Maryland. This major mixed-use project, the largest in Downtown
<br />Annapolis, includes a 225 room hotel, 240,000 SF of office space in two buildings, 50,000 SF of
<br />ground floor retail, 200 residential units, and a 1,400 parking garage. The firm's economic
<br />review was used to gain the support of local policymakers and to facilitate the use of TIF
<br />funding. This project is now under construction.

<br />. Downtown East Redevelopment Program, Athens, GA: Led a multidisciplinary team
<br />tasked to formulate a redevelopment plan for the downtown east portion of Athens. Evaluated
<br />major private redevelopment efforts and prepared an action plan and housing needs analysis.
<br />The development program, market analysis, and implementation / joint development packaging
<br />led to the formation of a civic center, multi modal transit facility, and associated redevelopment
<br />plan. As a result, the City and County enacted a joint special purpose sales tax to fund a new
<br />civic center area and transit center.

<br />. Northeast Inlet Redevelopment Project, Atlantic City, NJ: Headed a large
<br />multidisciplinary team that prepared the market analysis, development plan, financial feasibility,
<br />developer solicitation and development pack-aging for a mixed-use/residential project along the
<br />wateriront in the Northeast Inlet in Atlantic City. This successful redevelopment project won
<br />
