LRRWMO Meeting Minutes <br />August 20, 2009 <br />OLD BUSINESS <br />Page 4 <br />Jankowski stated the City of Ramsey has great interest in reviewing the Third Generation Plan <br />fairly rigorously. The intention of the Board had been to have the Plan reviewed by the Ramsey. <br />EPB and forwarded to the Ramsey City Council with. recommendations.. However, Ramsey staff <br />felt that the City Council would be interested in comparing how the current plan, the new plan <br />and the city's storm water management plan all stacked up item by item. Ramsey staff felt it was <br />important to take the time to prepare a step -by -step comparison for the City Council and is in the <br />process of doing that. A special Council work session is' scheduled for . September 1, 2009 to <br />present this issue. He has spoken with Obermeyer and they determined that it is important to go <br />to the regulatory agencies with a united front among the member cities. The comments from the <br />Ramsey City Council should be available for discussion at the September Board meeting. <br />Haas recommended that the City of Ramsey: invite Melissa Lewis and Jim Hurdle of the Board of <br />Water and Soil Resources (BWSR) to the special work session to answer any questions regarding <br />state statutes as they relate to the Plan. <br />NEW BUSINESS <br />Consider Statement of Concurrence / Boundary. Change between Coon Creek Watershed District <br />and LRRWMO ti Haas <br />Haas reviewed the proposed boundary change with the Coon Creek _Watershed. District . and <br />LRRWMO. He requested approval of the Statement of Concurrence. The Statement of <br />Concurrence will be forwarded to the Coon Creek, Watershed. District and_then to; <br />Motion was made by Anderson, seconded by Vierzba, to • approve the Statement of <br />Concurrence between the Coon Creek Watershed District and the LRRWMO. Vote: 4 <br />ayes, 0 nays. Motion carried. <br />Vierzba noted that the City of Coon Rapid will be addressing boundary changes with the Coon <br />Creek Watershed District in the future: <br />LRRWMO Permit #2009 -08 Andrie Street Reconstruction - City of Ramsey <br />Jankowski reviewed the August . 17, 2009 memorandum from Barr Engineering: stating_ their <br />receipt of plans an d a LRRWMO permit application for the reconstruction of Andrie Street/164 <br />Lane in Ramsey. The two miles of road reconstruction form the major arterial through the North <br />Fork development. New catch basins will replace the existing structures and connection will be <br />made to the 'existing pipes discharging to existing ponds along the roadway alignment. Erosion <br />control is shown to be installed at the limits of grading operations at key locations throughout the <br />construction area. Inlet protection is to be installed encircling storm water inlets. Barr <br />Engineering recommends that the LRRWMO approve of the after- the -fact permit for this project <br />subject -to the five conditions as stipulated in the August 17, 2009 memorandum. <br />
