Project Approach

Consensus Building and The Participatory Process
The City of Ramsey and Anoka County are beginning a collaborative process which will
require the involvement of each entity and the development of consensus to assure that an
appropriate project budget is maintained while maintaining the overall image and integrity
of the existing Ramsey City Hall facility.

One of the most critical criteria throughout any public facility design process is input from
agency staff, facility users, and leadership. As a project serving the needs of the City of
Ramsey as well as Anoka County. this project, although small, will' require thoughtful
coordination of input from both the City and the County to be successful. Our team's
project approach is centered on consensus building, starting with a project kick-off session
oriented at clearly defining project goals, expectations, and approval requirements for all
parties involved. The development of the architecture, will be guided by the established
aesthetics and vision of the Ramsey City Hall facility while integrating the vision of the
County use. The design effort will be characterized by a charrette session including all
primary stakeholders to assure functional and aesthetic development of the project
meeting pruject partner consensus. The design phase will be documented in a Phase Report
booklet and distributed to all project partners to assure effective and complete
communication of project development, additionally, our team will lead detailed project
review and sign-offs with each of the primary project partners to tie concept development
back to initial project goals and vision consensus.

Project Management and Communications
Key to all phases of this work scope will be continuous communication with all project team
members. Effective planning must have effective owner and "user" input throughout the
planning process. To assure that the project goals are met through the concept plan
development as well as the design and construction phases, BKV Group will lead regular
team meetings with the steering committee, key City and County staff and leaders.

The design and documentation effort will be controlled through BKV Group's Project
Management Plan (PMP), while the bidding and construction phases will be controlled
through the Construction Management schedule. The PMP clearly defines the work scope
to be accomplished, establishes a timeframe/task relationship, and provides a management
tool for the design team to use; assuring that the effort is completed within the schedule
constraints of the project

BKV

GROUP
