If COilllcil approves of the proposed Joint Powers Agreement, you should adopt the following motion: Motion by COilllcilperson and seconded by Councilperson to approve of the Anoka COilllty Law Enforcement Joint Powers Agreement as presented to the Ramsey City Council (should Council want to amend it should be added here). Further, to authorize the Mayor and City Administrator to sign the above said agreement. Motion carried. MINNESOTA FISCAL DISPARITIES BILL: This has come up at Council about hos the Fiscal Disparities Bill functions here in the Metro Area and I think you all have requested information on it. Consequently, I was able to have the League Research Staff provide me the material contained in enclosure (DJ-.f) which really covers the fiscal disparities legislation. A lot of credit can go to the League of Small Cities and espec- ially Mayor Kaasa of Lake Crystal and Mayor Vetter of Skyline as they initiated the computer runoff on the State Aid Formula which has shown how the present law perpetrates the vast in- equities in the distribution of the tax dollars back to the Cities.
