Public Hearing
P & Z -4-
12/15/80

a snell. She spread manure behind our fence line. We nCM have a giant
steal corrugated fence behind us. Prior a.vners had only 1 or tv.D CCMS
or horses and now she wants 50.

Mrs. Dill says she had CONS there first.

Ms. Nugent says that the man who rented sane property as she did had 13
CC1NS .

Mr. Rychner says that if she changes her attitude and takes dCMn the fence
and keeps the cattle on other side of fence it would be all right. I
would'nt have a problem if they keep 30 caws across the creek and take
dc:MI1 the fence.

.

Mr. Scorggins says that 40 years ago there was no pollution problem until
the area built up and the durrp was put in. Now I have paper, and debris
in rrrY hay.

Mr. Villeneuve says that he doesn't think there is anyone against fanrers.
He has famed himself and he is not against fanrers and he doesn't think .
that anyone else here at the neeting is either. Villat we are against
is the snell and pollution. If they had wanted to get along with us
three or four years ago we would not have had this problem and never v.uuld
have. It has just snowballed. W= tried to pursue with good faith. W=
don't want our faces slapped again.

Mrs. Kortuern says that prior tou Nugents living there the people before did
not have snell, but the pigs were the problem. W1at happens if the manure
builds up again.

.

Mr. Goodrich says we can enforce a contract if they don't do it and if found
to be in violation, we can ask them to nove it.

Ms. Blake says that obviously this problem has a histo:ry. I have talked to
the Mayor, City Administrator, City Attorney and also to the ECA. It is
unfortunate that people can't get along. If contract is to re drawn it
is inportant to know that the cows will go across the creek to let grass
grow so there will be no erosion problem and so also they will have enough
grass to eat when they are returned across the creek. I spoke with the PeA
regarding the pigs and the snell. The PeA looked at it. The Nugents will
haul off the manure and this will re taken care of.

Mr. Dunn asked if the cows will be confined.

Ms. Nugent says on the cenent slab and her garden.

Mr. Peterson asked any CONS an the front yard.

1-15. Nugent says she has her one milk CON.

Mr. Dunn asked how big of an area.

V.I5. Nugent says just the cement slab and her garden. A small area.
