<br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers' Elvig, Look, McGlone, and <br />Wise. Voting No: None. Absent: Councilmembers Dehen and Jeffrey. <br /> <br />7.06: Amendment to Chapter 2 of the Home Rule Charter of the City of Ramsey <br />Relating to the Form of Government of the City <br /> <br />City Attorney Goodrich reviewed his report and stated this subject was discussed at City <br />Council's work session earlier this evening. He stated that the City's form of govermnent is <br />scheduled to change, effective January 1, 2011, to a Council-Manager plan. He explained the <br />differences between a City Manager and City Administrator form of govermnent, indicating that <br />in a City Manager form of govermnent, the City Manager takes on responsibility for the daily <br />affairs of the City and the Council retains policy-making authority. He stated the proposal is to <br />offer an ordinance, which would be forwarded to the Charter Commission to retain the City <br />Administrator form of govermnent and to repeal the earlier ordinance to move to a City Manager <br />form of govermnent. He explained the process for placement of the question on the November 2, <br />2010 general election ballot and pointed out that this must be accomplished by August 1st in <br />order to get the question on the ballot. He added that the City Council action this evening is to . <br />introduce the ordinance, which will be brought back to the Council on March 23'd for adoption. <br /> <br />Motion by Mayor Ramsey,' seconded by Councilmember Look, to introduce an Ordinance <br />amending Chapter 2 of the City's Home Rule Charter by requiring that effective January 1,2011 <br />the City's form of govermnent shall be the Mayor Council Plan; and the City Clerk is directed to <br />forthwith refer the Ordinance to the Charter Commission for its review and comment. Said <br />Charter Commission comments shall then be presented to the City Council for its consideration; <br />and the Ordinance amendment shall be placed on the ballot for the November 2, 2010 general <br />. election; and the process described in Minn. Stat. 410.12, Subd. 5 shall be followed for this <br />amendment. . <br /> <br />Further discussion: Councilmember Elvig stated he is opposed to changing this back but in an <br />effort to support the Council, he indicated he would vote for this in order to get the question on <br />the ballot and letting the residents decide. City Attorney Goodrich requested a slight <br />modification to the second parenthetical in the proposed Motion to state that "The City Clerk is <br />directed to forthwith upon adoption refer the Ordinance to the Charter Commission for its review <br />and comment. Said Charter Commission comments shall then be presented to the City Council <br />for its consideration." He added there will not be a public hearing regarding this matter, and will <br />be brought to the Council for adoption on March 23'd. <br /> <br />Motion carried.
