Excavate <br />adjacent to Trott Brook to create additional open water area. <br />#85- 6005: Amendment request - City of Ramsey. Creating an additional <br />municipal well. <br />Motion was made by Raatikka, seconded by Weaver, to approve the <br />permit applications. All voted yes. Motion carried. <br />Skallman reported that he does not comment to the DNR on these <br />permits unless there are problems with them. <br />Mathisen was in receipt of an Order Correcting Order from the Board <br />of Water and Soil Resources, Don Ogaard, Chairman, relating to changes <br />in the boundary of the Coon Creek Watershed District filed 7- 13 -87. <br />The changes reportedly relate to legal description. No action taken. <br />OLD BUSINESS <br />1. Annual Report. Motion was made by Mathisen, seconded by Weaver, <br />that the Annual Audit Report be received and filed. All voted yes. <br />Motion carried. <br />2. Rum River Erosion Concerns. Weaver reported that the Anoka <br />City Council consider the reported Rum River erosion concerns and deter- <br />mined that if a suitable ordinance was prepared limiting the size and /or <br />speeds of boats on the Rum, the council would consider it at a future <br />meeting. Raatikka stated that the Ramsey City Council voiced their ap- <br />proval and support of such an ordinance. <br />Attorney Curt Pearson referenced a 5 -31 -88 letter from Chairman of <br />the Anoka County Commissioners Dan Erhart stating that upon receipt of <br />WMO recommendations for the development of the basic provisions of said <br />restrictive ordinance and upon receipt of member city resolutions support- <br />ing said recommendations, the county board may then consider an ordin- <br />ance limiting the size and /or speeds on the Rum River, thereby, addressing <br />reported erosion concerns. <br />Schrantz reported that the Andover City Council requested that <br />further research be done on the reported Rum River erosion problem in <br />that they haven't heard of them prior to Lyle Bradley's WMO presentation. <br />Much discussion followed. Raatikka felt that the entire length of <br />the Rum River within the member cities' jurisdiction should be addressed <br />by the ordinance. Weaver concurred. Members felt that a maximum 10 <br />horse power motor was reasonable; however, the possibility of signing <br />"NO WAKE" areas was considered. Pearson noted that the "NO WAKE" regu- <br />lations are nearly impossible to enforce. Having noted that several <br />complaints were heard in Anoka in the area below the dam toward the <br />mouth of the rum River near the Mississippi River, the possibility was <br />discussed of having the "NO WAKE" signs along that zone. <br />
