IRRWMO Meeting Minutes <br />December 21, 1988 <br />Page 3 <br />On the issue of water skiing, Mr. Wilber concurred that water skiing <br />be restricted on the Rum River. <br />In summary, Mr. Buyse recommended that there definitely be No Wake <br />areas and speed limits in areas where there are safety problems. He <br />felt it is the speed of the boats that create the wake. Mr. Wilber added <br />that the size and shape of the boat also has a lot to do with the wake <br />created. <br />Weaver pointed out the difficulty in limiting speeds in that most <br />small boats don't know:what speed they are traveling He recommended <br />that when the proposed ordinance is 'redrafted and is being sent back to <br />the municipalities for their consideration, that those who have expressed <br />a concern should also;receive copies of the newly drafted proposed <br />ordinance. He concurred with Chairman Schrantz's.suggestion that the <br />individual council's mail out notices and ordinance information to resi- <br />dents along the river. <br />Weaver presented a letter he received from Dan Erhart, Chairman of <br />the Anoka County Commissioners, dated December 5, 1988, stating that he <br />would prefer to see a speed limit established and strictly enforced with- <br />out imposing a horsepower limit. <br />Mathisen agreed that the Rum River isn't a place where water skiing <br />should be allowed. Members concurred that the advent of the Jet Ski will <br />add more problems in the areas of high speed, wakes, danger, and noise. <br />( Mathisen left at 9:45 a.m.) <br />Weaver suggested that there be installed a No Wake Zone throughout <br />the entire course of the Rum River within the City of Anoka. <br />Raatikka suggested that the motor size should be eliminated from the <br />ordinance completely, and recommended that the County Water Patrol should <br />be contacted for their imput. He added that County Commission Chairman <br />Dan Erhart be invited to the January meeting and ask that he bring whom- <br />ever he feels appropriate in discussing the proposed ordinance. <br />For the present, Chairman Schrantz, Raatikka, and Weaver all con- <br />curred that the ordinance contain selected areas for only No Wake <br />restrictions, with no restrictions on the size of the motor, and no <br />speed limitation specified. <br />NEW BUSINESS <br />Due to the lateness of the hour, Chairman Schrantz directed that dis- <br />cussion of parking lot sizes and standards be held over for the January <br />1989 meeting agenda. <br />There being no further discussion, a motion to adjourn was made by <br />Weaver, seconded by Raatikka, and unanimously carried.
