LRRWMO Meeting Minutes <br />July 7, 1989 <br />Page 7 <br />The board went through the questionnaire item by item deter- <br />mining who or what organization will respond to each issue. <br />The board urged guests present to contact Ms. McCabe's office <br />and offer assistance if they wished to assist in monitoring <br />watercraft use on the Rum River. Schrantz suggested that <br />area residents record hazardous or erratic boating incidents <br />and sent them to the County for their information. Weaver <br />indicated that Barr Engineering's services would only be <br />required to provide a map, as requested at the end of the <br />questionnaire. Skallman suggested that because several <br />agencies and individuals will want to review the map, that <br />Barr Engineering prepare the required map using symbols <br />instead of color codes to allow for copy duplication; <br />thereby, reducing costs. The board concurred. Skallman <br />asked that representatives of the various cities see that he <br />receive pertinent information for the map, such as boat <br />landings, etc., as well as the different land uses and any <br />special things that should be noted. He expected that the <br />process should take approximately 3 hours of drafting time <br />for an approximate cost of $150.00. <br />Mr. Springer indicated that they had no erosion problems <br />until the boat landing sign went down three years ago. With <br />the Mississippi River level down last year, power boats <br />preferred to use the Rum River above the dam which was <br />higher. He felt that many boaters are not aware of how <br />narrow the Rum River is and that if something isn't done <br />soon, there will be a tragic accident involving kids or any <br />passive river users. Recent incidents were raised. <br />Arnie Carlson, 3740 Rum River Dr., stated that even if the <br />Sheriff's River Patrol was on the river, they couldn't do <br />much real enforcement without any rules or regulations. He <br />did not feel that a Minimum Wake Ordinance would work. <br />The board indicated that they are sympathetic to the <br />resident's concerns, but the red tape must be completed in <br />order to achieve our goal. In response to the Minimum Wake <br />Ordinance, if passed, it will eliminate skiing and jet skies, <br />which should help a great deal. Schrantz indicated that this <br />board's stand in recommending the Minimum Wake Ordinance was <br />to first try this form of regulation. If it doesn't work, <br />then progress to something more stringent. <br />John Underwood, 3620 Rum River Dr., queried Skallman's <br />opinion whether propellers damage or affect the river banks. <br />Skallman responded that while there may be some effect, he <br />did not feel it was the major problem. Carlson stated that <br />during the last year it is starting to eat out the land with <br />all the power boats on the river after the sign at the boat <br />landing was removed. Nothing else has changed much. These <br />high speed boats are ruining it for those who would like to <br />enjoy the river through passive recreation. Carlson in- <br />dicated that when studied as a wild and scenic area, those <br />
