SPECIAL MEETING
LOWER RUM RIVER WATERSHED MANAGEMENT ORGANIZATION
JULY 6, 1989
A special meeting of the Lower Rum River watershed Management
Organization was called to order at 7:20 a.m. at Perkins
Restaurant, Anoka. Members present were Chairman Jim
Schrantz, Pete Raatikka, Tom Mathisen, and John Weaver.
The purpose of the meeting was to discuss the completion of a
questionnaire sent to this board by Pamela McCabe, Assistant
Anoka County Attorney, as part of the process for the poten-
tial establishment of the proposed Minimum Wake ordinance.
It was the board's intention to expedite the completion of
said questionnaire in a timely fashion, with the hope of
gaining County regulatory signage for the Rum River as soon
as possible.
Weaver reported that upon further investigation of the
possibility of interim regulatory signage on the Rum, he
found that neither the river nor its access points within
Anoka County can be signed until the County's proposed
process has gone through. Ms. McCabe's June 22, 1989, letter
and attached questionnaire was noted.
Upon further discussion of the proper completion of the
questionnaire, WMO members concurred that contact should be
made with Anoka County to determine how much of the
information can be obtained through their resources, thereby
avoiding duplication when the remainder of the questionnaire
is turned over to the consultant at Barr Engineering for
completion.
Raatikka reported that his office has received calls about
violations being committed on the Rum River. He informed
callers that there presently is no ordinance specifically
regulating those aspects on the Rum. Mathisen suggested that
this board prepare a news release for the local newspapers
and city newsletters reporting the status of the proposed
Minimum wake Ordinance. It was felt that there was some
confusion following the city hearings. Said article should
include a brief history leading up to the proposed ordinance,
each city's position on the issue, and information stating
that it is presently in the hands of Anoka County. Anyone
wishing to express their concerns and /or comments could then
direct them to the appropriate individuals.
