LRRWMO Meeting Minutes <br />,Dec. 13, 1989 <br />Page 3 <br />• Members indicated the receipt of snow depth maps received <br />from the DNR National Weather Service. <br />Skallman presented information received from Tom Hovey, Area <br />Hydrologist for the DNR, indicating the following violations <br />occurring in or around protected wetlands and waters. <br />Violation #90 -6085, City of Anoka - Jerry Fenna, Fenna <br />Construction Co., has been found to have constructed storm <br />sewer outlets in wetland #2 -119W, Mineral Pond, and was asked <br />to apply for an after the fact permit. <br />Violation #90 -6091, City of Anoka - Dennis Colvin, 1102 <br />Benton Ave., placed yard waste adjacent to the Mississippi <br />River and has been asked to remove said waste. <br />Violation #90- 6090,• City of Anoka - Thomas Martin, 1106 <br />Benton Ave., placed yard waste adjacent to the Mississippi <br />River and has been asked to remove said waste. <br />Informational only. No action required. <br />OLD BUSINESS <br />1. Consider standards for subdivisions and water quality and <br />• development requirement standards. <br />Skallman referenced prepared draft guidelines on water <br />quality management, dated Dec. 8, 1989. Mathisen recalled <br />that on page 4, #4 of the draft, it was agreed that the <br />guidelines should contain a list of things actually <br />encouraged and discouraged. Mr. Pearson pointed out that <br />page 6 of the draft contains an outline for either an active <br />program or a passive program choice. He urged board members <br />to consider the active program in that the State Legislature <br />will be watching the WMO's to see what they do. watersheds <br />will have to be more actively involved or else the Legisla- <br />ture will create another layer of government to take care of <br />it. <br />(Schrantz arrived at 9:15 a.m.) <br />Pearson reported that the Metropolitan Local Water Management <br />Task Force will be presenting their report to the Legislature <br />by Dec. 15, 1989, on suggested changes to water management <br />laws. <br />Members agreed that this topic be held over until the next <br />meeting to allow them to review and comment on the draft <br />guidelines provided. Also, during the January meeting, <br />following this discussion, members should schedule a joint <br />• meeting with member city councils to jointly discuss the <br />issue with Mr. Pearson in attendance. <br />
