Consideration of policy for reviewing plats. <br />Schrantz indicated that at present, the City of Andover is <br />the only member city recommending that this WMO have full <br />review responsibility for reviewing plats. Raatikka reported <br />that the Ramsey City Council met last night and indicated <br />that prefer the review process remain at the local level. <br />Pearson stated that this type of attitude is exactly what the <br />Task Force is looking at now. The WMO's should have the <br />responsibility for the management of the water without the <br />aid of another level of government. This body must carry out <br />its responsibilities. Should the LRRWMO take on the job of <br />full time water management, you will need full -time staff; <br />or, perhaps, Pearson suggested, you can establish guidelines <br />with the cities becoming your enforcement arms. There will <br />be a need for like ordinances to be in place in the various <br />communities. Shoreland ordinances will be needed by all <br />cities. <br />3. <br />Skallman reported that upon further discussions with the <br />Dept. of Health with regard to their comments on the LRRWMO's <br />• Water Management Plan, they stated that they wanted landfills <br />restricted and would encourage farming or land uses to <br />minimize the use of pesticides. It is their position that <br />all,aquifers should be protected. Pearson suggested that the <br />Water Management Plan might be amended to include that any <br />city .regulating a landfill is required to follow certain <br />regulations for monitoring contamination. Members agreed <br />that this be a consideration when the plan is again reviewed <br />after receiving comments from all other agencies. <br />NEW BUSINESS <br />Legislative Action Probable on Watershed Management and <br />Related Questionnaire <br />Pearson provided information relative to AMM comments on <br />Metropolitan Local Water Management Task Force Issues along <br />with AMM survey information for the legislative task force <br />looking into the problems and opportunities relative to <br />WMO's. It was reported that the task force will recommend to <br />the legislature that the WMO's have the authority outside the <br />levy limits. The existing limits will expire in 1991. It <br />was expected that the task force will recommend to the <br />legislature that they give WMO's the ability to levy taxes in <br />certain instances. Further recommendations will be that BWSR <br />• prepare reviews for second generation plans, and that the <br />legislature transfer all drainage ditches to WMO's, including <br />all responsibilities for bonds, financing, improvements, <br />etc. The arguments in the task force is who is to be the <br />
