LRRWMO Meeting Minutes <br />February 15, 1989 <br />Page 2 <br />REPORT OF OFFICERS <br />Raatikka reported that the City of Ramsey held their <br />second public hearing on the proposed Rum River Erosion <br />Control Ordinance as altered, currently referencing "Minimum <br />Wake" and "Quiet Waters" language. They reportedly received <br />mixed comments with the main consensus being that the pro- <br />posed ordinance was too vague and questioned its enforce- <br />ability. Most residents present were reportedly in favor of <br />no water skiing or jet skiing on the P.um River. <br />Mathisen pointed out that the current ordinance termin- <br />ology has been used for enforcement on bodies of water for <br />some time and should, therefore, be applicable to the Rum <br />River. <br />Raatikka reported that Ramsey City Council tabled action <br />on the supporting resolution pending further study on the <br />ordinance's vagueness on the "Mininun Wake" language. The <br />minutes of Ramsey's public hearing will be available for WMO <br />review at the March meeting. The other member cities have <br />not yet held their second public hearing regarding the <br />proposed ordinance. <br />CONSIDERATION OF COMMUNII CAT 10NS <br />Chairman Scr_rantz referenced his Jan. 18, 1989, memoran- <br />dum to engine ering consultant Dean Skallman requesting that <br />correspondence be received from him in written form prior to <br />this WL regular mor.t ly meeting. <br />The following permits were rev - ---wed by the commission: <br />#85 -6005 Per. -::it amendment authorizing appropriation of water <br />from two wells manifelded together for a municipal <br />water supply; City of Ramsey. Informational. <br />Rosella Sonsteby proposed excavation. - The proposed excava- <br />tion will be above the NOHW, and is, therefore, out <br />of the DP;R's jurisdiction. As long as the Sonsteby <br />pro'ect remains above the ordinary high water mark, <br />this WO has no objections. Chairman Schrartz <br />stated that the City of Andover may have an inter- <br />est in that she may require a mining permit. The <br />City cf Ar_oka will be kept informed of the project <br />proceedings due to the cities' Joint Powers Agree - <br />mert A Feb. o', 1989, letter to Ms. Scr,steby was <br />signed by Chairman Schrartz indicating the conrais- <br />sicn's position. <br />
