LRRWMO Meeting Minutes <br />January 18, 1989 <br />Page 2 <br />Motion was made by Mr. Weaver, secondad by Mr. Raatikka, to approve <br />payment of the $47.00 Barr Engineering bill. All voted yes. Motion carried. <br />REPORT OF OFFICERS <br />None. <br />CONSIDERATION OF COMMUNICATIONS <br />Weaver noted a January 4, 1989, letter from John Rutford, Metropolitan <br />Council, acknowledging the receipt of the LRRWMO Water Management Plan. <br />OLD BUSINESS <br />Rum River Erosion Control Ordinance Weaver reminded the commission <br />that they had requested Anoka County officials, knowledgeable about the <br />proposed ordinance, to attend this meeting, referencing Weaver's December 30, <br />1988, letter to County Commission Chairman Dan Erhart. Present, repre- <br />senting the county, was Jon Christensen, Anoka County Environmental <br />Services Agency. Schrantz stated that this commission is considering <br />the posting of "No Wake" areas along the Rum River as a starting point <br />in addressing the erosion concerns. Mathisen requested some history on <br />why the 10 horsepower limitation sign was removed from the North Park Anoka <br />Fairgrounds boat landing area. <br />Christensen reported that some time ago he spoke with the County <br />Sheriff's Department and was told that at that particular launch area, <br />boaters could launch only a maximum of 10 horsepowered boats. However, <br />up river further, boats could be launched with larger motors and wouldn't <br />be in violation of any law. Pearson felt that if such a restriction was <br />signed in one area and not others, it would be unenforceable. <br />Weaver reviewed the steps necessary in this proposed ordinance control <br />process: Hearings to be held in affected communities (completed), review <br />the responses at the WMO Level (completed), redraft the proposed Rum River <br />Control Ordinance, take the redrafted ordinance back to the member cities' <br />council for adoption, and then forward a resolution to Anoka County for <br />their consideration and enforcement. Weaver added that he is comfortable <br />in proceeding with the "No Wake" zones in the City of Anoka, eliminating <br />any speed or motor size limitations from the ordinance. Schrantz recom- <br />mended that the only ordinance designation would be to create "No Wake" <br />zones, but that each city be allowed to set their own "No Wake" zones. <br />Raatikka concurred. <br />Pearson pointed out that any water craft will create a wake and recom- <br />mended that a "Quiet Waters" designation be used instead. He felt it was <br />unenforceable as "No Wake ". The commission concurred that they prefer the <br />wording "No Wake" rather than "Quiet Waters" in that it is more forceful <br />and definitive for a boater. Commissioners also concurred that the <br />ordinance stipulate that water skiing be restricted on the Rum River, and <br />be so stated in the proposed ordinance. <br />
