The neighbors prefer to keep the peninsula in its <br />current wild state, and would prohibit future development <br />there. <br />Schultz concurred it is a private matter. However, he noted <br />some day the lot #15 property owner will have no river <br />frontage at all. Schultz stated normally lot lines extend <br />ninety degrees to the center line of the river. Mr. Bomier <br />stated this potential situation has been discussed, and the <br />lot #15 property owner is comfortable with the current <br />proposal. <br />Mr. Bomier noted the DNR has been out a couple of times <br />looking at the area. <br />Motion was made by Raatikka, seconded by Weaver, INDICATING <br />THIS MATTER BE SENT BACK TO THE CITY OF ANOKA, URGING THEY <br />FOLLOW THE DEPARTMENT OF NATURAL RESOURCE REGULATIONS AND <br />CURRENT ORDINANCES OF THE CITY OF ANOKA IN ADDRESSING THIS <br />ISSUE. IT HAS BEEN DETERMINED THE LOWER RUM RIVER WATERSHED <br />MANAGEMENT ORGANIZATION HAS NO JURISDICTION RELATIVE TO THE <br />OWNERSHIP OF THE PROPERTY. HOWEVER, ANY FUTURE CONCERNS <br />RELATIVE TO CLEAR CUTTING OR CONSTRUCTION ON THE <br />ISLAND /PENINSULA MAY WELL BE OF CONCERN TO THIS BOARD. <br />4 ayes - 0 nayes. Motion carried. <br />TREASURER'S REPORT (Cont.) <br />Erickson, soon to replace Mathisen as the Coon Rapids repre- <br />sentative to the LRRWMO, presented the Treasurer's Report for <br />the period ending August 31, 1990, showing an ending balance <br />of $11,793.97. <br />Upon noting the $7.26 service charge, Weaver indicated he <br />discussed this matter with Deputy Treasurer Jim Knutson who <br />informed him the LRRWMO is responsible for the payment of <br />this service charge because this is a separate non -City of <br />Anoka account. Alternate ways of banking in order to avoid <br />paying a service charge and yet collecting interest on the <br />account were discussed. Raatikka suggested this board check <br />further into other available banking methods. Weaver agreed <br />to- pursue this further with Mr. Knutson, and will ask him <br />what he would recommend this body do in order to maximize its <br />return on residual funds. <br />Mathisen indicated the member cities have been billed for <br />1990 dues. Checks have been received from the cities of <br />Andover and Coon Rapids. <br />
