LRRWMO Meeting Minutes October 16, 1991 Page 4 Third Quarte Report - Cities of Andover and Ramse Schrantz presented Andover's third quarter project report. Jankowski indicated Ramsey's third quarter report will be provided at the November regular meeting. Permit: 168th Lane - Andover Street Project Schrantz discussed a pending Andover street project located along 168th Lane. He indicated the project has been reviewed by the LRRWMO Consulting Engineer, Dean Skallman, who telephoned Schrantz yesterday to discuss the issue. The issue of concern is where the pipeline should be placed, either burying it, as suggested by Skallman, or installing it on the surface, putting rip rap in, and slowing the water down, as preferred by Andover engineers. Jankowski concurred with Andover engineers that the water should be discharged at the normal water level. Schrantz reported upon further discussion with Skallman, he too verbally agreed with Andover engineers' position for placement of the pipe. (See formal action on the Andover project further along in the minutes.) Upon an overall discussion of the Consulting Engineer's review of projects, members -concurred the engineer should provide the LRRWMO with written communication /reports about such projects, his recommendations, relative telephone communications, and final outcome. (Weaver arrived at 9:16 a.m.) Schultz reported the Anoka Technical College is working on a large addition immediately adjacent to its existing structure. They were told they will need a LRRWMO permit and have, apparently, be working on a holding pond for the project with Skallman. (Erickson arrived at 9:24 a.m.) Mikkonen reported the LRRWMO has received the requested Certificate of Insurance fran our attorney: however, none has yet been received from Barr Engineering. Mikkonen was directed to contact Skallman requesting said document.
