LRRWMO Meeting Minutes <br />October 16, 1991 <br />Page 4 <br />Third Quarte Report - Cities of Andover and Ramse <br />Schrantz presented Andover's third quarter project report. <br />Jankowski indicated Ramsey's third quarter report will be <br />provided at the November regular meeting. <br />Permit: 168th Lane - Andover Street Project <br />Schrantz discussed a pending Andover street project located <br />along 168th Lane. He indicated the project has been reviewed <br />by the LRRWMO Consulting Engineer, Dean Skallman, who <br />telephoned Schrantz yesterday to discuss the issue. The <br />issue of concern is where the pipeline should be placed, <br />either burying it, as suggested by Skallman, or installing it <br />on the surface, putting rip rap in, and slowing the water <br />down, as preferred by Andover engineers. <br />Jankowski concurred with Andover engineers that the water <br />should be discharged at the normal water level. <br />Schrantz reported upon further discussion with Skallman, he <br />too verbally agreed with Andover engineers' position for <br />placement of the pipe. <br />(See formal action on the Andover project further along in <br />the minutes.) <br />Upon an overall discussion of the Consulting Engineer's <br />review of projects, members -concurred the engineer should <br />provide the LRRWMO with written communication /reports about <br />such projects, his recommendations, relative telephone <br />communications, and final outcome. <br />(Weaver arrived at 9:16 a.m.) <br />Schultz reported the Anoka Technical College is working on a <br />large addition immediately adjacent to its existing <br />structure. They were told they will need a LRRWMO permit and <br />have, apparently, be working on a holding pond for the <br />project with Skallman. <br />(Erickson arrived at 9:24 a.m.) <br />Mikkonen reported the LRRWMO has received the requested <br />Certificate of Insurance fran our attorney: however, none has <br />yet been received from Barr Engineering. Mikkonen was <br />directed to contact Skallman requesting said document. <br />
