He will follow up on it. <br />Jankowski reported he spoke with a county representative with <br />regard to jurisdiction. It was found that this ditch <br />inventory, when complete, should provide the designation <br />authorities. Jankowski indicated he will confirm, by the <br />November meeting, whether the agency legally responsible for <br />public ditches, Anoka County in our area, is indeed respond- <br />ing to the ditch inventory. <br />NEW BUSINESS <br />Kobs First Addition Project <br />Schrantz reviewed the Andover located Kobs First Addition <br />project, with a review of the site plan and elevations. This <br />project received LRRWMO approval at the September 18, 1991, <br />meeting. Informational only. <br />168th Lane - Andover Street Pro (Continued) <br />Upon receipt of Skallman's faxed recommendation on the 168th <br />Lane Andover street project, discussion continued. Schrantz <br />reiterated the city's only concern was they did not want to <br />bury the pipe. They wanted to slow the water velocity down. <br />The engineer's faxed report confirmed Andover's proposed <br />action was acceptable and meets requirements. <br />Motion was made by Weaver, seconded by Jankowski, that UPON <br />THE RECOMMENDATION OF THE LRRWMO ENGINEERING CONSULTANT, THE <br />168TH LANE ANDOVER STREET PROJECT BE APPROVED AS PROPOSED. <br />4 ayes - 0 nayes. Motion carried. <br />Members discussed, at some length, whether members should <br />vote on their own member city projects. Opinions differed. <br />Mikkonen was directed to contact legal counsel Curtis Pearson <br />to determine the correct method of handling these types of <br />situations. <br />MPCA No Public Hearing Issue <br />Members acknowledged a notice from the Minnesota Pollution <br />Control Agency whereby it intends to adopt proposed rule <br />amendments governing water quality permit fees without a <br />public hearing. Persons had until 4:30 p.m., October 18, <br />1991, to submit comments on the proposed rule amendments. No <br />LRRWMO comments were made or action taken. <br />Members also noted a public notice for the National Pollutant <br />Discharge Elimination System and the State Disposal System <br />
