LRRWMO Meeting Minutes <br />September 18, 1991 <br />Page 3 <br />ing the rules and regulations passed down from the state. <br />Mr. Olson concurred, but explained it is the interpretation <br />of those rules and resulting actions taken by this board <br />which is where you could make the biggest mistakes. <br />Mr. Olson presented a December 23, 1990, article written by <br />Peter Tritz relating to errors and omissions for the board's <br />information. <br />Mr. Olson noted this board's attorney has recommended it <br />obtain insurance. He added he is involved with six different <br />Watershed Management Organizations for insurance related <br />issues. <br />The T. C. Field insurance policy premium recommended by Mr. <br />Conway was said to cost the board $2,291, annually. His <br />company's commission is ten per cent. They reportedly put <br />together these policies to assist their municipal customers. <br />Weaver indicated he still feels these joint powers should be <br />insured under the cities' umbrellas. The additional <br />insurance premium cost for them would be minute. However, <br />this premium, with the LRRWMO budget, is significant. Weaver <br />noted the budget's finances come from the four member cities. <br />Mr. Olson stated of the $2,291 premium cost, $1,000 is for <br />general liability, $1,200 for errors and omissions, and $91 <br />for automobile insurance. He noted the City of Anoka's <br />liability package has a substantial deductible. Mr. Olson <br />outlined why the need for automobile insurance. He explained <br />no matter what vehicles WMO members are driving, if you are <br />on watershed business, you are not considered a city <br />employee. This automobile insurance will extend your policy <br />limits. Mr. Olson felt the $91 automobile insurance coverage <br />is minimal for the added protection it provides. <br />Mr. Olson explained the basic need for general, or public, <br />liability insurance is errors and omissions coverage can not <br />be purchased unless you first purchase the general liability <br />coverage. The reason being it is, reportedly, difficult to <br />determine where the two coverages begin and end. Mr. Olson <br />indicated this is a requirement of the League's program. <br />Mr. Olson discussed deductibles on the various forms of <br />insurance, indicating there would be no deductible for <br />general liability and automobile, but there would be a $5,000 <br />deductible for errors and omissions. <br />Erickson queried how the board's insurance would be affected <br />should it decide to take on responsibility for the dam <br />
