He indicated the information provided addresses a proposed plan for the National Park Service and the Commission's involvement with the Mississippi River, specifically, commercial development, conservative usages, the local jurisdiction of the river; etc. Weaver, a member of this Commission, noted the Commission is inviting comments on the information presented. Weaver added his worry is there will be another level of authority instituted which could be costly to taxpayers. He felt our existing local jurisdiction is working. Weaver stated the current focus of the Commission seems to relate to barging on the Mississippi River and the limiting of the river's use for barging. He . noted the river has historically been used for this purpose and was of the opinion that adequate precautions are being taken. Upon discussion of the interim wetland regulation confer- ences, Erickson and Jankowski reported they were unable to attend any of the meetings. Schrantz stated he plans to attend a later conference session, noting the City of Andover paid for his conference registration fee. CONSIDERATION OF COMMUNICATIONS Jankowski drew the board's attention to his proposed February 29, 1992, draft letter to Jon Olson, Anoka County, regarding the LRRWMO's position on the Public Ditch Inventory. The board noted that WMO's do not have levy authority and can not assume proper responsibility of the ditches. Consideration for why the WMO's should not assume responsibility of the ditches should include retaining local jurisdiction for the maintenance of the ditches in order to provide surface storm sewer drainage, liability issues, etc. After considerable discussion, board members, including Jankowski, who authored the letter, concurred the letter should be altered; language in the letter should not give Anoka County the impression the WMO's want levy authority. Jankowski agreed to make the appropriate changes to the letter and send it on to Mr. Olson, with a copy provided for the LRRWMO files. Schrantz provided a copy of a communication from the LRRWMO Consultant Engineer with Barr Engineering relating to the City of Ramsey project #91 -14. He noted the engineer indicates, as of this March 15, 1992, writing, the revised plan does not meet the requirements of the LRRWMO Water Management Plan. Description information addressed the
