He indicated the information <br />provided addresses a proposed plan for the National Park <br />Service and the Commission's involvement with the Mississippi <br />River, specifically, commercial development, conservative <br />usages, the local jurisdiction of the river; etc. Weaver, a <br />member of this Commission, noted the Commission is inviting <br />comments on the information presented. <br />Weaver added his worry is there will be another level of <br />authority instituted which could be costly to taxpayers. He <br />felt our existing local jurisdiction is working. <br />Weaver stated the current focus of the Commission seems to <br />relate to barging on the Mississippi River and the limiting <br />of the river's use for barging. He . noted the river has <br />historically been used for this purpose and was of the <br />opinion that adequate precautions are being taken. <br />Upon discussion of the interim wetland regulation confer- <br />ences, Erickson and Jankowski reported they were unable to <br />attend any of the meetings. Schrantz stated he plans to <br />attend a later conference session, noting the City of Andover <br />paid for his conference registration fee. <br />CONSIDERATION OF COMMUNICATIONS <br />Jankowski drew the board's attention to his proposed February <br />29, 1992, draft letter to Jon Olson, Anoka County, regarding <br />the LRRWMO's position on the Public Ditch Inventory. The <br />board noted that WMO's do not have levy authority and can not <br />assume proper responsibility of the ditches. Consideration <br />for why the WMO's should not assume responsibility of the <br />ditches should include retaining local jurisdiction for the <br />maintenance of the ditches in order to provide surface storm <br />sewer drainage, liability issues, etc. <br />After considerable discussion, board members, including <br />Jankowski, who authored the letter, concurred the letter <br />should be altered; language in the letter should not give <br />Anoka County the impression the WMO's want levy authority. <br />Jankowski agreed to make the appropriate changes to the <br />letter and send it on to Mr. Olson, with a copy provided for <br />the LRRWMO files. <br />Schrantz provided a copy of a communication from the LRRWMO <br />Consultant Engineer with Barr Engineering relating to the <br />City of Ramsey project #91 -14. He noted the engineer <br />indicates, as of this March 15, 1992, writing, the revised <br />plan does not meet the requirements of the LRRWMO Water <br />Management Plan.
