LRRWMO Meeting Minutes <br />November 19, 1992 <br />Page 5 <br />Andover's third quarter report, dated November 16, 1992, was <br />noted and discussed. Schrantz provided a map specifying the <br />reported projects along with his written report. <br />Schrantz stated it is Andover's interpretation the quarterly <br />report to the LRRWMO is the cities are to report all <br />projects; any activities of the city. Jankowski stated he <br />has been considering the creation of an on -site inspection <br />form. <br />Schrantz explained he feels it is important for member city <br />representatives to provide a comprehensive report on all <br />activities within their perspective cities so that everyone <br />in the watershed knows what is going on. Weaver concurred. <br />Jankowski added he feels the main two issues this board needs <br />to know about is what happens at the end of the pipe and <br />whether or not there are any wetlands being affected. <br />Erosion control is also of major importance. <br />Schrantz stated the cities were allowed to retain specific <br />control over some projects rather than have the LRRWMO look <br />at all projects; however, the cities were then expected to <br />report back to this board on a quarterly basis. <br />Weaver concurred it is imperative that this board knows what <br />is happening within its jurisdiction. He further encouraged <br />Jankowski to develop an on -site inspection form he is com- <br />fortable with and provide it to this board for consideration <br />for uniform project inspections throughout the WMO. <br />Schrantz went on to state this organization is responsible <br />for the water management activities in all member cities. <br />Weaver concurred. <br />Zastrow provided Anoka's third quarter report, noting that it <br />contains minimal information. He indicated the Anoka Voca- <br />tional Technical School project is complete. The turf has <br />been seeded but is not yet established. Jankowski felt this <br />board should withhold final approval until the grass is <br />coming up. As for the retaining wall project adjacent Anoka <br />City Hall and the Rum River Dam, Zastrow reported work is in <br />progress. <br />Weaver noted Coon Rapids is further developing in the River- <br />dale project area and queried whether a permit was filed and <br />application fee submitted. Schrantz stated there should be a <br />permit requested from the LRRWMO, although most of the <br />project east of Round Lake Boulevard is in the Coon Creek <br />Watershed, but some of it lies in the LRRWMO's jurisdiction. <br />
