LP.RTaMO Meeting Minutes <br />October 15, 1992 <br />Page 5 <br />Jankowski stated he received this information just yesterday <br />and would like to have further documentation of how these <br />lines were arrived at by the wetland delineator, John <br />Anderson. Mr. Anderson also delineated Ramsey Meadows. <br />Jankowski stated there was at least some initial concern on <br />the degree of the wetlands that existed. Chris Lord, Anoka <br />County Soil and ; Conservation District, had, reportedly, <br />at one time felt there could be up to three to four acres <br />involved. Janke•.aski indicated those findings put the Ramsey <br />developer in a dilemma. He stated the question then was do <br />we want to accept this delineation, or should they go to the <br />Technical Review Committee for its determination. Jankowski <br />stated it is his understanding Mr. Anderson has been in <br />communication with Mr. Lord regarding this. He himself has <br />not yet talked with Mr. Lord to determine if he agrees with <br />Mr. Anderson's findings. <br />Jankowski recalled at the board's October 1, 1992, special <br />meeting, Mr. Lord indicated he was satisfied with Mr. <br />Anderson's credentials and the quality of his work. <br />Jankowski felt the next step would be to decide if they want <br />to accept this delineation and *_hen move forward on the <br />replacement order. <br />Ottensman stated he had no problem with this delineation. <br />Jankowski stated he will be - or'sing with the surveyor on this <br />delineation issue in relation to the map. In the long run, <br />should the developer decide to accept this delineation, <br />Jankowski stateo. ne will then prepare a draft replacement <br />agreement for the LRRNMO's consideration. <br />Ottensman stated he, however, did have a problem with the <br />proposed replacement. He indicated the law reads there <br />should be avoidance, noting the location of lots five and six <br />on the development plan. Schrantz indicated the law says it <br />can still be done yet this year. <br />Jankowski explained there was wetland in the middle of lot <br />five and six which was not as large as a Type I wetland, <br />approximately ore -half acre. He acknowledged Ottensman's <br />position, and further noted that lots three and four are also <br />somewhat affected. Upon continued review of the plans <br />provided, Ottensman stated he felt development on lot <br />thirteen would be acceptable. Schrantz indicated the <br />developer will not be replacing 55,000 square feet. <br />Jankowski agreed and read the appropriate portion of the <br />proposed replacement agreement. The developer, according to <br />the proposed agreement, will be constructing a siltation pond <br />encompassing 5,090 square feet. <br />
