LRP.WMO Meeting Minutes <br />October 15, 1992 <br />Page 5 <br />Jankowski informed the board that this is an after- the -fact <br />situation. The majority of this was corn field. Ottensman <br />stated if it has already been done, then he does not feel the <br />same way. If the developer comes up with 50,000 square feet, <br />this $5,000 letter of credit ensuring performance is wholly <br />inadequate. -e queried where would the impetus be for him to <br />replace it. Schrantz stated the developer can not replace <br />the wetland with wetland; he has to have highland. Schultz <br />concurred wit__ Ottens ^man's position, stated there would be <br />nothing stopping the developer from walking away and doing <br />nothing. Ottensman felt there will be probably $20- $50,000 <br />involved in just replacement costs. Schrantz estimated the <br />cost to be about $20,000. <br />weaver queried whether there are adjoining properties avail- <br />able on which this replacement could occur. Schrantz stated <br />the developer could replace the wetland anywhere in the <br />watershed. Jankowski stated he envisioned what the developer <br />would do would be to attempt to find someone who wanted to <br />dig ponds and work with them. Jankowski indicated he also <br />agrees with the position of Ottensman and Schultz that if the <br />developer has to buy land and excavate it, the $5,000 letter <br />of credit might not be adequate. Ottensman added $25,000 <br />would be a more accurate starting figure. <br />Jankowski reported the developer is asking that he be allowed <br />until June 15 rather than June 1, 1993, in which to complete <br />the mitigation. The board concurred with this request. <br />DIOtion was made by Ottensman, seconded. by Tleaver, to APPROVE <br />THE REPLACE`: =s`^_ AGREEMENT FOR THE SUNNY PONDS WETLAND <br />REPLACEMENT PLA11 AS AMENDED 'i1ITH THE CHANGES DISCUSSED DURING <br />THIS MEETING. <br />The Administrative Secretary was directed to retain this <br />proposed copy of the replacement agreement on file until a <br />final draft of the amended agreement can be provided. <br />meadows of Round Lake, Andover - "92 -6100 <br />Schrantz indicated, as per the September 25, 1992, letter to <br />Schrantz from Kent Lokkesmoe, DNR, Andover's request for a <br />DNR permit has been denied.
