LRRWMO Meeting Minutes December 17, 1992 Page 3 The board members and Knutson reviewed the Summary of Permit Fee Applications spread sheet provided for the period ending December 17, 1992. He explained that the balances shown at the bottom indicate the project expenditures exceeding the $500 permit fee submitted which have been charged to the respective cities. Knutson also noted that some of these projects are closed out and recommended the appropriate LRRWMO member from those respective cities confirm the projects' completion status and submit written confirmation thereof to the LRRWMO board, recommending that the remaining permit fee balances be refunded to the appropriate applicant. Schrantz concurred it is the responsibility of each city to notify this board when these projects are closed. He directed that the board evaluate these permit applications at the January 1993 meeting to determine which fund balances may be returned to the applicants. Knutson acknowledged that just this week he received the Mineral Pond Sixth Addition permit application. Motion was made by Schultz, seconded by Jankowski, to ACCEPT THE TREASURER'S REPORT FOR THE MONTHS OF OCTOBER AND NOVEMBER 1992 AS PRESENTED. 3 ayes - 0 nayes. Motion carried. Jankowski requested an explanation of the budget line items in order that he might pass on the information to his Ramsey Budget Committee. The budget was discussed. Both Schrantz and Schultz indicating that, as with most budgets, the amounts indicated are just estimates; the 'budget is intended to be flexible. Schrantz stated the LRRWMO budget is minimal as it is. We must ensure we do not go in the hole. Schultz indicated he is comfortable with the existing approved budget. Jankowski stated his only concern was in not carrying over a large surplus balance to the following year. He suggested perhaps using the year -end surplus balance to pay bills. Motion was made by Jankowski, seconded for discussion by Schrantz, that BEFORE WE SEND OUT THE REQUEST FOR SECOND PAYMENT MEMBERSHIP DUES FOR 1993 WE REVIEW THE YEAR -END BALANCE FROM 1992 AND CONSIDER WHETHER WE WANT TO APPLY THE SURPLUS TO REDUCE THE SECOND HALF 1993 MEMBERSHIP DUES. Knutson reminded the board an audit is done in April or May of each year. Also, if the LRRWMO lowered the budget in 1994, each city would have to reduce the levy. However, the cities have already levied for the 1993 budget.
