LRRWMO Meeting Minutes <br />December 17, 1992 <br />Page 3 <br />The board members and Knutson reviewed the Summary of Permit <br />Fee Applications spread sheet provided for the period ending <br />December 17, 1992. He explained that the balances shown at <br />the bottom indicate the project expenditures exceeding the <br />$500 permit fee submitted which have been charged to the <br />respective cities. Knutson also noted that some of these <br />projects are closed out and recommended the appropriate <br />LRRWMO member from those respective cities confirm the <br />projects' completion status and submit written confirmation <br />thereof to the LRRWMO board, recommending that the remaining <br />permit fee balances be refunded to the appropriate applicant. <br />Schrantz concurred it is the responsibility of each city to <br />notify this board when these projects are closed. He <br />directed that the board evaluate these permit applications at <br />the January 1993 meeting to determine which fund balances may <br />be returned to the applicants. <br />Knutson acknowledged that just this week he received the <br />Mineral Pond Sixth Addition permit application. <br />Motion was made by Schultz, seconded by Jankowski, to ACCEPT <br />THE TREASURER'S REPORT FOR THE MONTHS OF OCTOBER AND NOVEMBER <br />1992 AS PRESENTED. <br />3 ayes - 0 nayes. Motion carried. <br />Jankowski requested an explanation of the budget line items <br />in order that he might pass on the information to his Ramsey <br />Budget Committee. The budget was discussed. Both Schrantz <br />and Schultz indicating that, as with most budgets, the <br />amounts indicated are just estimates; the 'budget is intended <br />to be flexible. Schrantz stated the LRRWMO budget is minimal <br />as it is. We must ensure we do not go in the hole. Schultz <br />indicated he is comfortable with the existing approved <br />budget. Jankowski stated his only concern was in not <br />carrying over a large surplus balance to the following year. <br />He suggested perhaps using the year -end surplus balance to <br />pay bills. <br />Motion was made by Jankowski, seconded for discussion by <br />Schrantz, that BEFORE WE SEND OUT THE REQUEST FOR SECOND <br />PAYMENT MEMBERSHIP DUES FOR 1993 WE REVIEW THE YEAR -END <br />BALANCE FROM 1992 AND CONSIDER WHETHER WE WANT TO APPLY THE <br />SURPLUS TO REDUCE THE SECOND HALF 1993 MEMBERSHIP DUES. <br />Knutson reminded the board an audit is done in April or May <br />of each year. Also, if the LRRWMO lowered the budget in <br />1994, each city would have to reduce the levy. However, the <br />cities have already levied for the 1993 budget. <br />
