LRP.WMO Meeting Minutes <br />September 17, 1992 <br />Page 8 <br />Jankowski stated the grading plan showed silt fence, but it <br />was not installed. Ms. Brehm indicated the black dirt in <br />this area was pushed 2,700 square feet into the wetland. If <br />a silt fence were constructed, it would not have gone that <br />far. Jankowski agreed to investigate the site again to see <br />if there has been a wash of materials after the recent rains. <br />Schrantz and Cleaver confirmed the use of silt fencing is part <br />of the LRRWMO's standards required in its Water Management <br />Plan. Each City Engineer is responsible to see that it is <br />put up. <br />Jankowski indicated he would write up the restoration order, <br />with the assistance of Chris Lord, SWCD, to determine the <br />extent of the wetland, and bring it back to the LRRWMO for <br />its consideration and approval. The board agreed to hold a <br />special meeting at 7:30 a.m. September 22, 1992, prior to the <br />Ramsey City Council meeting, in order to determine the <br />LRRWMO's position on how replacement should be handled. <br />Motion was made by Weaver, seconded by Schrantz, to HOLD A <br />SPECIAL MEETING OF THE LRRWMO TUESDAY, SEPTEMBER 22, 1992, AT <br />7:30 A.M. FOR THE PURPOSE OF RESOLVING THE MATTERS THE DNR <br />BROUGHT TO THIS BOARD'S ATTENTION REGARDING THE PROJECTS AT <br />THE LOCATIONS OF 17540 ST. FRANCIS BOULEVARD AND THE 2700 <br />BLOCK OF CONSTANCE BOULEVARD ONE -HALF MILE EAST OF COUNTY <br />ROAD 9 ON THE NORTH SIDE OF THE ROAD. <br />3 ayes - 0 nayes. Motion carried. <br />Retaining Wall Repairs, City of Anoka <br />Schultz reported the City of Anoka has obtained all the <br />necessary permits required in order to proceed with the <br />proposed retaining wall repairs project, located immediately <br />adjacent to the Anoka City Hall. Weaver provided background <br />information on the need for these repairs, reporting that <br />because of the deteriorating wall, the City of Anoka is <br />proposing to repair it using rip rap on the embankment. <br />Schultz provided a copy of the project's construction plans. <br />Schultz explained that along with the rip rap, the city is <br />proposing, if financially feasible, to construct a handi- <br />capped accessible ramp by the dam's tainter gate area. <br />It was reported the rip rap will be a Class Four rip rap, <br />utilizing heavy rocks. Ms. Brehm concurred that was <br />preferable. Schultz stated the Phillips 66 filter fabric <br />will not be used in that it has been found that the rocks <br />slide off it. Instead, a granular material will be used. <br />Schrantz indicated the LRRWMO Consulting Engineer's recommen- <br />dations were: "Detailed review of this project could be <br />
