The design should be <br />performed and certified by a registered engineer to meet the <br />stream erosion requirements of the LRRWMO as shown in <br />Appendix B, pages eight and nine, of the Water Management <br />Plan." Schrantz noted that the plans presented for LRRWMO <br />review at this meeting were signed by a registered engineer <br />and seem to be acceptable. <br />Schultz reported copies of these plans were submitted to all <br />review agencies. Bids will be considered for acceptance at <br />the September 21, 1992, Anoka City Council meeting. Schultz <br />indicated he submitted a letter to Tom Hovey of the DNR but <br />have, to date, received no response from him. It was <br />Schultz's opinion that the city did not need a DNR permit for <br />the rip rap project. Ms. Brehm concurred with that <br />supposition, noting that the Rum River is public waters and <br />all the work will be done above the ordinary high water mark. <br />Schultz indicated a DNR permit will be necessary, however, <br />should the handicapped accessible ramp be constructed which <br />would involve driving pilings into the river. Ms. Brehm <br />indicated the city should submit the plans for the ramp <br />portion of the project at a later date. <br />Motion was made by Jankowski, seconded by Weaver, to APPROVE <br />THE CITY OF ANOKA'S RETAINING WALL REPAIR PROJECT AS <br />PROPOSED. <br />3 ayes - 0 nayes. Motion carried. <br />Weaver reported a proposal has been made to the City of Anoka <br />to remove rubble from the Rum River between the foot bridge <br />and the dam in order to make the river more navigable. He <br />indicated he has talked about this proposed project to Tom <br />Hovey and the Corps of Engineers who both indicated as long <br />as we do not change the channel, but merely remove the rubble <br />deposited by construction of bridges or rolling rip rap, we <br />do not need a permit. Ms. Brehm concurred no permit is <br />required as long as the cross current is not altered. <br />Weaver added it is the city's intent to mark that channel <br />with a buoy so there could be No Wake boat traffic up to City <br />Hall. Ms. Brehm indicated the Anoka County Sheriff's office <br />should mark off an area so boats do not get too close to the <br />dam. <br />Motion was made by Weaver, seconded by Schrantz, that THE <br />LRRWMO ACKNOWLEDGES THE PROPOSAL OF THE CITY OF ANOKA TO <br />REMOVE RUBBLE FROM THE LIMITS OF THE SIPHON CROSSING THE RUM <br />RIVER PERPENDICULAR TO THE FLOW OF THE CURRENT TO THE SEWER <br />DISPOSAL PLANT TO THE RUM RIVER DAM IN ANOKA, TO BE <br />
