LRRWMO Meeting Minutes
September 17, 1992
Page 10
ACCOMPLISHED AT SUCH TIME AS THE PROJECT IS FEASIBLE AND
WORKABLE.
3 ayes - 0 nayes. Motion carried.
Weaver reported the pool will start its drop October 6, 1992,
to accommodate the sewer work for the Metropolitan Waste
Control Commission's (MWCC) waste treatment plant project.
Schultz indicated the MWCC is building the lift station now.
As an added thought about the DNR's LRRWMO contact to the
Chairman when a wetland violation has been found, Schrantz
indicated he will keep track of his time when such an inci-
dent occurs and will bill the appropriate city. He will then
refer the problem to the appropriate city engineering repre-
sentative.
PAYMENT OF BILLS
A Barr Engineering bill for professional services during the
period of June 28, 1992, through August 1, 1992, in the
amount of $1,261.00, was reviewed. Schultz noted expenses on
this bill listed work done on the Anoka Mobil Oil
application. These costs will exceed the applicant's
deposit; there was only approximately $23.00 left of the
total deposit. Schultz stated that permit was completed back
in June 1992. On July 8, 1992, they were already connected.
The question arose about whether this is a new bill or a
resubmittal of old expenditures for which the LRRWMO is
withholding payment to Barr Engineering pending the provision
of a detailed accounting of the expenses. Jankowski stated
Skallman has everything on the bill, but he should try to
define the individual project from this description. He
further suggested perhaps the LRRWMO will have to get a list
of all itemized bills from the point where we started with-
holding the checks and review them.
Schrantz felt there were some legitimate charges on this bill
for which the LRRWMO should pay Barr Engineering, speci-
fically for work done on the Rosella Sonsteby wetland deline-
ation. Perhaps the remainder should not be paid until we can
verify if it is a current or past charge.
The board noted a charge on this billing from Barr Engineer-
ing where Skallman directed a person to the Coon Creek
Watershed. Schultz queried why the LRRWMO should pay for
that.
Jankowski stated it would be nice of the engineering charges
were descriptive.
