Schrantz indicated the board should ask its attorney to attend a few meetings to tell us where we are and what we should be doing. Knutson added that an annual activity report should also be done. No formal action taken. REPORT OF OFFICERS Consideration of Joining the Watershed Association Schrantz reported he attended the November 24, 1992, meeting hosted by the Minnesota Board of Water and Soil Resources, which solicited the input and interest of WMO members and metropolitan Watershed Districts in the formation of a Metropolitan Association of Watershed Management Organizations. He reported that unfortunately approximately 60 per cent of those present did not seem to care; therefore, no vote was taken. Schrantz reported he recommended at the meeting that we join the Watershed District organization because it is already formed. However, nothing was settled. Schrantz requested the LRRWMO's consideration of joining the Watershed District organization ourselves. Jankowski stated that joining an organization comprised of people doing the same function we are would be valuable. However, he queried which group the LRRWMO should join. Schrantz's response was he did not think the WMOs will form an organization. They did not want to do anything. Jankowski stated in that case the LRRWMO should join the organization who has it together. Schultz indicated he had no problem with that. However, he queried whether or not there were dues expected in order to join. What if the member cities can not pay? Schrantz responded that either the current WMO works, under a Joint Powers Agreement, or the county will take over and form a watershed. In any event, Schrantz stated he must complete a questionnaire he had responding to this WMO's position on the issue. Upon discussion of the questionnaire, the board concurred the LRRWMO will join the watershed districts. Schrantz indicated he would fill out the questionnaire in accordance with the discussion during this meeting. Other Jankowski reported having contact with Cathy Brehm, Minnesota Department of Natural Resources, who has indicated we are in non - compliance with the Ramsey Gordon Oftedahl.
