LRRWMO Meeting Minutes <br />December 17, 1992 <br />Page 5 <br />Knutson queried who is responsible for putting together the <br />wetland regulations annual report and the audit report. <br />Schrantz indicated the board should ask its attorney to <br />attend a few meetings to tell us where we are and what we <br />should be doing. Knutson added that an annual activity <br />report should also be done. No formal action taken. <br />REPORT OF OFFICERS <br />Consideration of Joining the Watershed Association <br />Schrantz reported he attended the November 24, 1992, meeting <br />hosted by the Minnesota Board of Water and Soil Resources, <br />which solicited the input and interest of WMO members and <br />metropolitan Watershed Districts in the formation of a <br />Metropolitan Association of Watershed Management <br />Organizations. He reported that unfortunately approximately <br />60 per cent of those present did not seem to care; therefore, <br />no vote was taken. Schrantz reported he recommended at the <br />meeting that we join the Watershed District organization <br />because it is already formed. However, nothing was settled. <br />Schrantz requested the LRRWMO's consideration of joining the <br />Watershed District organization ourselves. <br />Jankowski stated that joining an organization comprised of <br />people doing the same function we are would be valuable. <br />However, he queried which group the LRRWMO should join. <br />Schrantz's response was he did not think the WMOs will form <br />an organization. They did not want to do anything. <br />Jankowski stated in that case the LRRWMO should join the <br />organization who has it together. Schultz indicated he had <br />no problem with that. However, he queried whether or not <br />there were dues expected in order to join. What if the <br />member cities can not pay? Schrantz responded that either <br />the current WMO works, under a Joint Powers Agreement, or the <br />county will take over and form a watershed. In any event, <br />Schrantz stated he must complete a questionnaire he had <br />responding to this WMO's position on the issue. <br />Upon discussion of the questionnaire, the board concurred the <br />LRRWMO will join the watershed districts. Schrantz indicated <br />he would fill out the questionnaire in accordance with the <br />discussion during this meeting. <br />Other <br />Jankowski reported having contact with Cathy Brehm, Minnesota <br />Department of Natural Resources, who has indicated we are in <br />non - compliance with the Ramsey Gordon Oftedahl. <br />
