LRRWMO Meeting Minutes <br />December 17, 1992 <br />Page 6 <br />matter. Ms. Brehm has requested that Jankowski send a <br />follow -up letter to Mr. Oftedahl. As an update, Jankowski <br />reminded the board that the LRRWMO order this developer to <br />restore a wetland. <br />Jankowski also reported Ms. Brehm has indicated there is an <br />incident whereby there was a wetland filled in Andover. She <br />reportedly requested that Jankowski inform the board of that <br />violation also and that we would be hearing from her. <br />Schrantz stated Andover will be looking at Rosella Sonsteby's <br />situation again also. <br />CONSIDERATION OF COMMUNICATIONS <br />Local Water Management Rules <br />Jankowski reported attending a Metropolitan Council meeting <br />on December 15, 1992, which had many City Engineers in <br />attendance. He stated he did not know how much discretion we <br />have in complying with the Local Water Management Rules. <br />Schrantz stated they have already been approved. Jankowski <br />indicated we have to adopt an ordinance making use of the <br />best management practices as contained in the manual <br />developed by the Minnesota Pollution Control Agency (PCA). <br />This manual is available for $25.00; however, there may be an <br />opportunity to obtain copies of the manual free of charge <br />through the municipalities. <br />Schrantz stated that information is already part of our plan. <br />It had been the board's decision to use the Water Management <br />Plans of the Minnesota PCA and the Board of Water and Soil <br />Resources in our plan. <br />Schultz stated he did not necessarily agree with the stan- <br />dards set out by those agencies in that they may impose too <br />much of a burden on the communities. In addition, he felt it <br />was wrong to insert something in the Water Management Plan <br />which will not be implemented. <br />Schrantz directed that this issue be carried over to the <br />January 1993 regular meeting agenda. <br />Wetland Conservation Act Rules <br />It was noted that the meeting at the State Building to <br />discuss the Wetland Conservation Act Rules was scheduled for <br />this evening at 8:00 a.m. Unfortunately, no one was able to <br />attend. Schrantz noted this board has five days in which to <br />respond to those rules after said meeting. <br />
