LRRWMO Meeting Minutes <br />August 20, 1992 <br />Page 7 <br />Chris Lord, and the local governmental unit representatives <br />from the LRRWMO Dean Skallman, along with Schrantz, has met <br />to consider this wetland mitigation issue. Schrantz <br />indicated it was the determination of the Technical Review <br />Committee that Ms. Sonsteby will be exempt from wetland <br />mitigation requirements on lots one, two, and three; but that <br />on the fourth lot she will have to mitigate the wetland. Ms. <br />Sonsteby will be allowed to move all the wetland soils out <br />and build on the three lots without mitigation. Upon <br />considerable review, the committee is satisfied that Ms. <br />Sonsteby, in this case, qualified for this exemption. <br />Skallman's August 17, 1992, letter to Schrantz addressing <br />this matter on behalf of the Technical Review Committee was <br />referenced. <br />Schrantz reviewed the billing procedure for these wetland <br />mitigation review projects, confirming that the LRRWMO will <br />not cover the cost for any of these projects. The bills will <br />be passed through the LRRWMO to the city, and, if the city so <br />chooses, back to the applicant. <br />Motion was made by Schrantz, seconded by Weaver, to APPROVE <br />THE AUGUST 17, 1992, TECHNICAL REVIEW COMMITTEE'S REPORT AND <br />INDICATE THE LRRWMO WILL ALLOW ROSELLA SONSTEBY TO PROCEED <br />WITH THE THREE LOTS INDICATED, AND THAT SHE DOES NOT HAVE TO <br />MITIGATE ON THOSE THREE LOTS. <br />4 ayes - 0 nayes. Motion carried. <br />The Administrative Secretary was directed to compose a letter <br />to Ms. Sonsteby under the Chairman's signature informing her <br />of the board's decision in this matter. <br />Water Quality Records /Maintenance - Jankowski <br />Jankowski did not have this information available. Schrantz <br />directed that this item be carried over to the September <br />agenda. <br />Andover's Storm Drainage Plan <br />Schrantz indicated Andover has received comments back on its <br />Comprehensive Storm Drainage Plan. Updated information will <br />be provided at the September meeting. <br />NEW BUSINESS <br />Engineering Contract Discussions <br />Schrantz reported that LRRWMO attorney Curtis Pearson has <br />indicated the proposed Consulting Engineering contract for <br />
