SPECIAL MEETING OF THE <br />LOWER RUM RIVER WATERSHED MANAGEMENT ORGANIZATION <br />JULY 22, 1992 <br />CALL TO ORDER <br />Chairman Jim Schrantz called the meeting to order at 8:30 <br />a.m, in the Engineering Conference Room of Anoka City Hall. <br />ROLL CALL <br />Members present were Jim Schrantz, Scott Erickson, Steve <br />Jankowski, and John Weaver. <br />ACTION ITEMS <br />Contract for Consultin E ngineering Services <br />The board discussed that the LRRWMO is required by law to go <br />out for bids for its Consulting Engineering contract every <br />two years. Schrantz recalled that before the board discussed <br />it would prefer to hire an engineering firm that does not <br />work for any of the LRRWMO member cities. Weaver indicated <br />Barr Engineering has done work for the City of Anoka; <br />although, he agreed he could see the importance of having a <br />non - participating consultant. <br />The board discussed some of the elements which an updated <br />contract should include, but not be limited to: the <br />Consulting Engineer should keep an accurate accounting of his <br />time, a detailed billing system should be maintained, review <br />permits sent to him from the Minnesota Department of Natural <br />Resources (DNR), review dewatering permits according to <br />LRRWMO policy, review and advise the board on LRRWMO permit <br />applications according to policy, etc. <br />Schrantz noted that LRRWMO activities are continually becom- <br />ing more complicated. He queried whether the Administrative <br />Secretary or someone should be keeping the board abreast of <br />some of the things going on and remind the board about what <br />it should be doing. He further noted the board should have <br />gone through the Joint Powers Agreement and had that updated. <br />Weaver suggested the board invite its attorney to the August <br />meeting to help it address many of these issues. In the mean <br />time, we should refer to our attorney the LRRWMO engineering <br />services contract and have him prepare one that is up to <br />date, calling upon his extensive experience with other <br />watersheds and WMO's.
