He <br />stated that he wants to make sure that people moving into the development understand that the <br />property across the street is eligible for commercial uses. <br /> <br />Mr. Schulte replied that they could provide that information in the model, noting the builder will <br />be Pulte Homes. He noted that the outlot is designated as mixed use-development and they <br />would be looking at a retail center and office space. <br /> <br />Councilmember Strommen inquired if there were some guarantees that density transition and <br />landscaping issues are being addressed. <br /> <br />Associate Planner Wald replied that those issues were addressed as part of preliminary plat <br />approval. <br /> <br />Councilmember Strommen inquired if the City was using the most cUrrent tree list when <br />reviewing landscaping plans. <br /> <br />Associate Planner Wald explained that staff had not used the list currently drafted by the' <br />Environmental Policy Task Force, but all the species being proposed are included on that list. <br /> <br />Councilmember Kurak inquired if the extension of Ramsey BoUlevard will encroach on the <br />County property. <br /> <br />City Engineer Jankowski explained that 100 feet of right of way will' be needed width 40 feet <br />going to the west of the center line and 60 feet to the east. There will be sufficient right of way <br />to accommodate the ultimate section to the extent that the develoPer can dedicate. The ultimate <br />section on the west side of the centerline may require some additional right of way that might be <br />needed to be ~ven by the County, but only at the time when significant more traffic will be using <br />the road. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Elvig, t° adopt Resolution #03- <br />03-067 to approve the final plat of Rivenwick 3a Addition contingent upon compliance with City <br />staff review, letter dated March 7,- 2003; a portion of the property-being rezoned fi.om B-1 <br />Business to R-2 Medium Density Residential, and the Developer entering into a Development <br />Agreement with the City. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers-Kurak, Elvig, Cook, Pearson, <br />Strommen, and Zimmerman. Voting No: None. <br /> <br />Case #4: <br /> <br />Adopt Ordinance to Rezone a portion of the Proposed Plat of Rivenwiek 3rd <br />Addition from B-1 Business to R-2 MediUm Density Residential; Case of <br />Turtle Moon, Inc. <br /> <br />Associate Planner Wald stated that on January 14, 2003, the City Council adopted a findings of <br />fact and introduced an ordinance to rezone a portion of the proposed plat of Rivenwick 3rd <br /> <br />City Council/March 11, 2003 <br /> Page 9 of 22 <br /> <br />-135- <br /> <br /> <br />
