LRRWMO Meeting Minutes <br />November 18, 1993 <br />Page 3 <br />The members discussed whether the LRRWMO has the power to assess inspection costs <br />back to the property owners through the tax rolls as is currently done by municipalities for <br />unpaid utility bills, weed control costs, etc. <br />Weaver suggested a legal opinion be obtained on what the LRRWMO's authority is and <br />whether they have the ability to assess inspection costs if a permit fee has not been paid, as <br />with inspections of violations. <br />Beduhn explained that some watershed boards are developing a data base and an area-wide <br />plan which would be eligible for the grant; however, the LRRWMO will probably look at <br />it on a case by case basis. <br />Jankowski stated he will prepare a one page form that members can use to till in their time <br />and expenses. It was agreed that the Board will give more thought to what expenses would <br />be eligible. Weaver commented that the LRRWMO will probably receive additional <br />information from the State on this matter. <br />Wetland Delineation <br />Beduhn reported that discussion took place at the BWSR Seminar regarding who can be <br />hired to prepare wetland delineations. Jankowski stated perhaps the LRRWMO should <br />consider whether they should certify certain people to prepare delineations. <br />Haas reported that the Coon Creek Watershed charges a fee if they prepare a delineation. <br />Beduhn explained that currently developers submit delineation and mitigation plans and he <br />just "spot" checks them. He felt this provided a reasonable approach and some flexibility <br />as long as the plans are checked and verified to maintain consistency. <br />Jankowski pointed out that Ramsey does not have the staff or resources to handle every <br />thing the LGU is responsible for, so the LRRWMO provides them with an excellent <br />resource. <br />Ottensmann pointed out Coon Rapids retains LGU status in both the LRRWMO and Coon <br />Creek WMO since the City has limited areas to develop and expertise within existing staff. <br />Their staff also delineates wetland areas. <br />Weaver asked if Coon Rapids allows other firms to delineate wetlands. Ottensmann replied <br />City staff works with the Corp of Engineers to prepare delineations. <br />Schultz asked if Coon Rapids would consider sharing delineation services with Andover or <br />other members. Ottensmann explained they would probably not be able to accommodate <br />shared services because staff would not have enough time to do so. <br />
