i
CONTINUED APRIL MEETING OF THE
LOWER RUM RIVER
APRIL 16, 1993
CALL TO ORDER
Chairman Jim Schrantz called the meeting to order at 8:30
a.m. in the Committee Room of Anoka City Ball.
ROLL CALL
Members present were Jim Schrantz, Steve Jankowski, and John
Weaver. Ben Ferguson was absent.
PENDING PROJECTS/PERMIT REVIEWS
Amber Ridge (Continued from April 15, 1993 meeting)
Jankowski provided an update of the proposed Amber .Ridge
project. He indicated the initially proposed drainage plan,
stating that now the developer proposes to pull out some of
the catch basins and put others in the street to the north,
allowing most of the drainage to flow away from the Rum River
and into a detention basin, leaving only the area nearest the
Rum River to put its drainage into the Rum. Approximately
16,000 square feet of impervious area, or half of the street,
will now not discharge into the Rum River. The drainage
going into the Rum River would consist of the street plus
3,000 square feet from each of the six lots.
Jankowski went on to discuss in some detail how the drainage
would then be proposed for the area by taking the catch
basins out just north of the Rum River-drained area and put
them further to the northwest. He felt the back yards of
those northwest lots would be high enough to handle this
runoff. Jankowski went on to state that the wetland to the
northwest is a dry socket. There are a series of three
wetlands in which to catch the drainage. He also indicated
there is an emergency overflow should there be an unusual
storm event. The discharge from ponds would back up and
start discharging into the Rum River. Jankowski was of the
opinion that overall it is a pretty responsible drainage
plan.
Weaver queried. why Jankowski did not want this development
plan reviewed by the LRRWMO Consulting Engineer. Jankowski
stated there is no particular reason other than the time
factor and cost.
