<br />LRRWMO Meeting Minutes <br />April 15, 1993 <br />Page 5 <br />CONSIDERATION OF COMMUNICATIONS <br />The board noted the receipt of the Wetland Conservation Act <br />and Minnesota Wetland Policy information. <br />Metropolitan Council Lake Monitoring Program <br />The board noted the March 23, 1993, letter to Schrantz from <br />Randall J. Anhorn, Limnologist, Metropolitan Council, query- <br />ing the board's interest in participating in a citizen- <br />assisted lake monitoring program for 1994 and, if so, which <br />lakes might be involved. Participation in this program would <br />cost the LRRWMO $1,000 per lake per summer. <br />Members noted the LRRWMO currently participates in a less <br />detailed lake monitoring program through the Anoka County <br />Soil and Water Conservation District (SWCD) at a signifi- <br />cantly reduced rate. Jankowski indicated Anoka County is <br />doing a water assessment study; however, he was unaware if <br />that study would include surface water. Schultz felt there <br />seems to be a lot of redundancy in these programs. <br />Considerable discussion ensued. <br />The board directed the Administrative Secretary to send a <br />letter to Mr. Anhorn indicating the LRRWMO is currently <br />contracting with the Anoka County SWCD on a lake monitoring <br />program and is, therefore, not interested in participating in <br />the Metropolitan Council's program. <br />Cease and Desist Orders #0913 and #0914 <br />Members noted a March 18, 1993, communication from Chris <br />Lord, Anoka County Soil and Water Conservation District, <br />which included cease and desist orders #0913 and #0914 <br />relating to wetland disturbance activity generated by Donald <br />Thompson, 16955 Valley Drive, Andover, and Robert Dickinson, <br />16339 Makal Street, Andover, respectively. <br />Schrantz reported LRRWMO Consulting Engineer Bob Beduhn, <br />Andover's Assistant City Engineer Todd Haas, and he inspected <br />these sites with representatives from BWSR and the SWCD. <br />Neither property owner held a permit to undertake this <br />activity. <br />Schrantz noted on the cease and desist orders whereby the <br />Local Governmental Unit (LGU) in each case was listed as the <br />Anoka County Soil and Water Conservation District rather than <br />the LRRWMO. He was unsure who will end up paying the bill <br />
