Schrantz cautioned that should the proposed <br />procedures be approved, the Pollution Control Agency (PCAj <br />will be another level of government through which developers <br />will have to go. He stated he will be going as a representa- <br />tive of the City of Andover. <br />MPCA Public Hearing Notices (2) <br />The board noted the receipt of PCA public hearing notices for <br />permit numbers MN G255000 and MN 0034664. MN G255000 relates <br />to the discharge of dechlorinated non-contact cooling water <br />to waters of the state for any location in Minnesota where <br />such activities are being conducted. MN 0034664 relates to <br />the reissuance of an existing permit to construct a waste- <br />water treatment facility, the Fridley-Locke Park Water <br />Treatment, Fridley, Minnesota. The board reviewed the <br />information provided and determined the proposed activity <br />does not pose a risk the the LRRWMO jurisdiction. Schultz <br />indicated the City of Anoka also keeps abreast of these <br />permits and comments accordingly. <br />Pearson Letter re Joint Powers Agreement <br />The LRRWMO members noted the receipt of a February 22, 1993, <br />letter from Consulting Attorney Curtis A. Pearson which <br />advised the board it must, according to the law and BWSR <br />rules, amend its Joint Powers Agreement before August 1, <br />1993. <br />Schrantz indicated he felt this board should proceed as <br />advised and direct Mr. Pearson to update the agreement. <br />Weaver concurred. <br />Motion was made by Weaver, seconded by Ferguson, to RESPOND <br />IN THE AFFIRMATIVE TO THE FEBRUARY 22, 1993, LETTER FROM <br />CURTIS PEARSON AND AUTHORIZE THAT HE PROCEED TO AMEND THE <br />LRRWMO'S JOINT POWERS AGREEMENT, PERMITTING THIS ORGANIZATION <br />TO COMPLY WITH THE LAWS AND BWSR RULES. <br />3 ayes - 0 nayes. Motion carried. <br />on <br />The board noted the receipt of a January 29, 1993, letter <br />from Beverly E. Faffler, T. C. Field and Company, which <br />enclosed a copy of the LRRWMO's renewed insurance policy for <br />the period January 31, 1993, through January 31, 1994. <br />Informational. No action required. <br />
