LRRWMO Meeting Minutes <br />March 18, 1993 <br />Page 6 <br />developer is proposing to extend the residential development <br />into Sunny Pond to include that area. The plans call for the <br />creation of a cul-de-sac which will drain to Sunny Pond. <br />Jankowski indicated this development is brought to the <br />attention of the LRRWMO because it will. affect an existing <br />Type I or II wetland in the area. However, he did not have <br />available with him documentation on that wetland <br />identification. The wetland was reportedly delineated by <br />John Anderson when the Sunny Ponds development was done. <br />Jankowski stated it will be very difficult to avoid the <br />wetland no matter what was done with-the cul-de-sac; it will <br />be impacted. What is being proposed is that the entire <br />wetland be relocated along the southern boundary and the <br />nearby street also be relocated. There is proposed an <br />overflow outlet to the storm sewer. Water draining into this <br />area will be local. Drainage from the area to the north will <br />go toward County Road 5, discharged, and channeled to this <br />wetland. Jankowski stated mitigation is proposed on a 1:1 <br />basis. <br />Upon discussion about construction in this area, Jankowski <br />suggested they strip out the existing soil, stockpile it, and <br />eventually put it back. <br />Considerable discussion ensued relative to the water table. <br />Schrantz and Schultz stated the plan, as proposed, does not <br />coincide with the recommendations of Bob Beduhn, Barr <br />Engineering Consulting Engineer now reviewing LRRWMO <br />projects. Upon review of the preliminary plat, Schrantz and <br />Schultz indicated they also feared residential construction <br />in the area would be negatively impacted by water if built at <br />the contour level proposed. <br />Jankowski stated the preliminary plan has been revised since <br />the Barr Engineering review dated March 12, 1993, was <br />received. He agreed perhaps these revised plans should be <br />sent to Barr Engineering for review. The board concurred. <br />Barr Engineering's March 12, 1993, comments regarding this <br />proposed project were reviewed. <br />Weaver commended the City of Ramsey for complying with the <br />rules of mitigation and for creating a productive property <br />out of a non-productive property. <br />Considerable discussion continued relative to the problems <br />with the proposed plat in relation to the 100-year flood <br />elevation, which was said to be at 864 MSL. Schultz, <br />Schrantz, and Ferguson stated that the lowest point of any <br />construction should be at least one foot above that flood <br />
