PEB 16 '93 01~21PM CIT`( OF RIVOI~H P.7
Ll'tRWMO Special Meeting Minutes
February 11, 1993
Page 6
Weaver qu®ried whether Mr. Suede was familiar with laws
applicable to water management organisations. Mr. Suede's
response was only to the extent it applies to court Cases his
firm has been involved in. He has reportedly done a lot of
work as an expert witness.
Jankowski queried what kind of WMO experience Sunde Engineer
inq has been involved in. Mr. Suede stated he worked for
Harr Rngineering when he was sight out of graduate school.
In his earlier years he worked in watershed distrxets in
Bloomington.
Mr. Mundstock noted some of his recent Work related
experiences in the watershed areas.
Schranta explained the LRRWMO review process.
Mr. Sunde, in ans~~.er to Weaver's inquiry, admitted his firm
has not prepared a plan for any other WMOs. Neither has it
reviewed plans within a WMO framework for permitting. Mr.
Sunde stated they have, however, prepared plans for the
developers.
Mr. Mundstock stated he has reviewed the LRRWMO Water Manage-
ment Plan, adding that come July 1993 everything will change
when HWSR's rules come out. He further indicated he was
familiar with plans of other WMOs. In comparing the LRRWMO
plan to others, he noted this one tends to prefer regional
facilities for ponding; whereas, other watersheds require
developers to provide for an-site storm water management. In
this way it takes the burden off the watershed or the cities
for this construction. Pond maintenance was then discussed.
Weaver queried what Sunde Engineering felt the biggest
challenge for engineering in the WMO areas would be in the
near future. Mr. Mundstock's response was wetland
regulations. Mr. Sunde added that everyone coming in with a
permit request should be required to meet technical
standards. The wetland issue will indeed be the most
pressing.
Weaver queried how Sunde Engineering would charge the LRRWMO
fer engineering services provided. Mr. Suede stated they
would probably negotiate an hourly rate; it would be more
fair. There Current rates are from $38 for the lower
technicians up to $68 per hour for professional engineers.
Mr. Mundstock, Who would be assigned to the LRRWMO, is
currently earning $58, Aowever, he would be working with
technicians, which would lower the costs.
