Mr. Skallman cautioned that <br />anything the LRRWMO will do, BWSR will want some control of <br />it. The Metropolitan Council also wants to be involved. He <br />went on to discuss specifics an proposed upcoming <br />regulations, noting that Barr Engineering representatives are <br />monitosing these activities and formally commenting on them <br />before they affect the local area. <br />Mr. Skallman noted the many different areas in which Sarr <br />Engineering, with its extensive areas of expertise, are able <br />to keep up with current related activitiesi all of which are <br />available to its clients. <br />Mr. Beduhn provided a brief background of his education and <br />experience, much of which involved watershed districts and <br />WMO clients, as well as develogers in getting construction <br />permits for other watersheds. Be has also been involved in <br />the formation of a watershed district near north central <br />Minnesota. Mr. Beduhn indicated he has achieved valuable <br />experience in dealing with watershed and WMO's as well as <br />having experience on construction sites. <br />Weaver asked Barr Engineering representatives to relate to <br />the board what they consider to be LRRWMO's shortcomings as <br />well as their thoughts on the services needed in the future. <br />Barr Engineering representatives were also asked to discuss <br />past and future costs. <br />Mr. Skallman explained that regulatory people are very <br />Concerned about water quality. He advised that the LRRWMO <br />may realize monetary savings if it were to develop a water <br />quality plan rather than handling these issues on a case by <br />case basis. Lavk at handling problems on a segional basis. <br />Mr. Dickson added if the WMO's do not properly address these <br />water quality issues, the state agencies will probably becvrne <br />more aggressive and do it far you, and not for free. Mr. Beduhn provided an example of <br />lost opportunities by failing to properly plan. <br />Schrantz queried how this WMQ compares to others. Mr. <br />Dickson stated the LRRWMQ ranks about in the middle or <br />somewhat above average. Those doing the most have the most <br />serious problems. <br />
