He queried whether <br />Harr Engineering is comfortable with the way the process is <br />working now. Weaver stated the board's intent is to incur <br />the least Cost to the LRRWMO and distribute justifiable costs <br />to users of our services. Mr. Skallman stated if that is <br />what this board wants, that is what Barr Engineering will da. <br />Mr. Dickson queried whether the LRRWMO has been comfortable <br />with the last few bills submitted by Sarr Engineering. <br />Schrantz indicated our Deputy Treasurer has been calling Mr. <br />Skallman whenever necessary to clarify a billing charge. <br />Jankowski suggested perhaps there could be some improvements <br />made, such as the way the permit system is handled. Some- <br />times a charge does not have a germit number associated with <br />it. Mr. Skallman explained there are times when people Call <br />in requesting information before they have submitted a permit <br />application. Mr. Beduhn stated if he worked with the LRRWMO <br />he would be willing to work something out with the board. <br />Jankowski realized the difficulty with assigning certain <br />charges to a project when there is no account number assigned <br />yet. He noted also that this board would expect the <br />Consulting Engineer to provide a service to the people whom <br />we serve. Sti11, we do not want to incur excessive costs. <br />As for telephone calls which can not be directly attached to <br />a specific project, Schrantz suggested the Consulting <br />Engineer obtain the caller's name, city he/she is from and/ar <br />the project location, and, if possible, a project number. I$ <br />nothing else, charge that Cost back to the city. Jankowski <br />did not totally agree with that but Concurred with other <br />board members that issue would be discussed internally on <br />another occasion. Mr. Dickson agreed they can try harder to <br />get the names of those telephoning for information and bill <br />it later when the permit comes in. In summary, Weaver stated <br />the proper identification of charges has been a big frustra- <br />tion in the past. <br />Jankowski queried the extent of the LRRWMO's water quality <br />records at Barr Engineering. Mr. Bkallman's response was <br />there are some seechi disk reading, some Metropolitan Council <br />sampling on Round Lake, and some USGp, informaticn on the Rum <br />River in the St. Francis area. Mr. Beduhn added the U.S. <br />Fisheries Department will alsc have information. Mr. <br />Skallman stated no one has requested any of this information <br />to date. <br />Discussion continued on costs Barr Engineering would charge <br />the LRRWMQ as its Consulting Engineer. Mr. Aickson stated <br />Mr. Beduhn would be assigned to the LRRWMO, if that was the <br />board's decision, at a current rate of S55 per hour. Meeting <br />time would also be charged portal to portal plus mileage. <br />Weaver indicated the portal to portal meeting charges were a <br />
