FE3 16 '93 a1~26Ph1 CITY OF ANOKR P.13
LRRWMO Special Meeting Minutes
February 11, 1993
Page 12
potential LRRWMO agreement to name the firm the board's
official wetland delineator.
Schrantz concurred SEH was a good firm, but foresaw problems
and considerable additional expense in changing engineers.
He was impressed with Sob $eduhn from Barr Engineering and
was of the opinion he was knowledgeable and eager to work
with the LRRWMO. Schrantz stated $EE will want to attend
every LRRWMO meeting, which will result in our budget going
up. While perhaps that would not be altogether bad, the
board will have to be prepared for such an occurrence.
Weaver stated he foresaw rules coming dawn from state and
federal agencies which will dictate our spending considerable
money in the future. He suggested the LRRWMO would be better
off retaining a budget that is somewhat above our current
expenditures and be somewhat prepared when these rules do
come down. Of the two engineering firms, Weaver stated he
was not positive SEH was eonsoieus of how conservative this
board is. He feared that firm will want this board to do a
lat more than it is new and can afford. Dn the other hand,
Barr Engineering knows our constraints and philosophy. We
are fulfilling our mission to the best of our ability to the
taxpayers.
Schrantz reported discussing the matter with Dttensman who
indicated he would gc along with whatever these three members
of the board decided.
Schrantz stated he was satisfied continuing on with Harr
Engineering with Bob Beduhn directly assigned to the LRRWMO.
Considerable discussior. ensued.
Weaver queried whether this board really wants to have a
contract with its Consulting Engineer.
Jankowski felt a contract, spelling out exactly what is
expected of the Consulting Engineerin , woixld be preferable.
It was his opinion that Barr Enginees~ng was not focused. He
stated at least SEH had suggestions that, might be modified.
Weaver stated SEH graposals will all cost money. It was his
opinion Barr Engineering was not being creative because it
senses this board's desire not to spend money.
Schrantz questioned whether it is advisable to lock our
engineering consulting firm into a delineation contract. The
developer should be able to select his/her own delineator.
