LRRWMO Meeting Minutes <br />January 21, 1993 <br />Page 8 <br />PENDING PROJECTS/PERMIT REVIEWS <br />Permit Apulication Evaluations <br />Schrantz noted previous discussions whereby it was agreed <br />that each city's representative to the LRRWMO will submit his <br />recommendation to the board in writing at the February 1993 <br />regular meeting about which permit applications should be <br />closed out and the remaining fee balances returned. <br />Additional Riverdale Development <br />Ottensman reported that the only recent development occurring <br />in Coon Rapids within LRRWMO jurisdiction is that of Taco <br />Bell, located just east of the Riverdale Mall. Said project <br />was noted in the fourth quarter report submitted 'to this <br />board. <br />Mitigation of Ramsey Meadows Phase II Plans <br />Jankowski presented the proposed revised plans of the Ramsey <br />Meadows Phase II project. This project was reportedly <br />proposed to to through approximately 0.1 acre of DNR <br />protected wetland. Jankowski stated the DNR said it would. <br />deny that request. However, in an effort to resolve that, <br />the developer had John Anderson delineate the remainder of <br />the wetland. What is being presented is a proposal for a <br />mitigation plan to continue the construction of the remaining <br />subdivision, as shown on the map provided. Mitigation and <br />fill was shown. Jankowski explained the area to be filled is <br />17,400 square feet. Replacement will be on a one to one <br />basis. Jankowski stated the DNR wetlands are delineated <br />based on the 860 contour. The other wetland areas are. also <br />delineated. <br />Jankowski stated to date this board approved a different <br />mitigation plan. This being proposed involves the 'rest of <br />the. preliminary, plat.. He stated we should be looking-at <br />avoidance. Ottensman stated the plans look as though this <br />project is outside the DNR wetlands. Schrantz indicated <br />while he has stayed out of DNR wetlands, he assumes this <br />other wetland area is under the Corps of Engineers' <br />jurisdiction. Schultz stated the only problem would be if <br />the DNR objects. <br />Jankowski stated in the replacement agreement he would have <br />the developer stake out for a silt fence prior to excavation. <br />Schrantz stated determination has to be made whether this is <br />Corps wetlands and then get their approval. Jankowski stated <br />
