(. <br />LRRWMO Meeting Minutes <br />October 21, 1993 <br />Page 9 <br />member city withdraws from the LRRWMO, Anoka County will take over that function, <br />resulting in loss of local control. <br />Weaver commented on the benefits of addressing watershed issues collectively, and that to <br />do so individually would be a wasteful use of resources since it would not be as time or cost <br />efficient. He also commented on the fiscal responsibilities assumed by the LRRWMO in <br />focusing costs to the developer. <br />Motion by Weaver, seconded by Haas, to direct the Administrative Secretary to prepare a <br />sample resolution which each member will present to their council requesting confirmation <br />that the LRRWMO will remain the LGU for the Wetland Conservation Act under the <br />permanent rules. Vote: 3 ayes, 0 nays. Motion carried. <br />Consideration of the Joint Powers Agreement .. _ <br />It was noted that Coon Rapids has submitted a letter expressing concern that some of the <br />JPA verbiage is more extensive than necessary and suggesting that it be removed. Jankowski <br />reviewed the letter received from Pearson indicating the concerns expressed by Coon Rapids <br />could be addressed in the JPA; however, he believes State Statute will require that those <br />items must be included in the JPA. <br />Weaver suggested that Coon Rapids draft a revised JPA which can be submitted to the <br />LRRWMO and Pearson for final review and action. Schultz agreed. <br />Motion by Weaver, seconded by Jankowski, that based on the letter of comment received <br />from both Pearson and Coon Rapids, the LRRWMO ask Coon Rapids to prepare a revised <br />JPA in such form that the changes are clearly identified (underline additions/redline <br />deletions) which can be submitted for review by the LRRWMO at the November 18, 1993 <br />meeting and submitted to Pearson for further review and comment. Vote: 3 ayes, 0 nays. <br />Motion carried. <br />Water Ouality Records/Maintenance -Jankowski <br />Not available; placed on November agenda. <br />BWSR Banking Mitieation Update - Weaver/Haas <br />Weaver reported on a wetland banking meeting he attended at the Anoka County <br />Government Center on September 17th. He stated the LRRWMO was the only watershed <br />represented at this meeting which was also attended by County and BWSR officials. Weaver <br />distn'buted several sheets of information and forms he received which relate to wetland <br />banking. <br />
