LRRWMO Meeting Minutes <br />September 16, 1993 <br />Page 4 <br />CONSIDERATION OF COMMUNICATIONS <br />Wetland Conservation Act and Related Costs <br />Since members did not have a copy of Beduhn's memorandum regarding this issue available <br />for review, this item was tabled to the October meeting. <br />PENDING PROJECTS/PERMIT REVIEWS <br />Mineral Pond Sixth Addition -Schultz <br />Schultz reported there has been no progress with the Mineral Pond Sixth Addition and <br />recommended it be removed from the agenda. <br />The LRRWMO agreed and directed the Secretary to removed this item from the agenda <br />until further progress is made. <br />LRRWMO Application #93-9, Mark of Excellence Homes Update <br />Schultz introduced Mark Smith of Mark of Excellence Homes. He reported that an update <br />on this project was recently received from Barr Engineering which indicated concerns with <br />the siltation plan, steep slope and high velocity of the storm sewer outlet. Schultz stated he <br />has not received revised plans from the developer yet which shows how these concerns will <br />be remedied. <br />Jankowski commented that Ramsey had a similar project where the exit velocity exceeded <br />the limit so they worked with using a DNR dissipator. <br />Schultz questioned whether an energy dissipator would remain connected or be forced off <br />and into the pond. He added he would also like the developer to address what will be done <br />with rip-rap around the dissipator. <br />Smith stated that while he was not an engineer, he would try to answer the Board's <br />questions. He explained he just became aware of the issue regarding the bottom of the <br />basin and they are trying to find a solution. He indicated they would like to begin the <br />project during this construction season and asked the Board to consider approval with <br />conditions specified which they will comply with. Smith emphasized they have been very <br />cooperative in making the changes requested. <br />Ottensmann asked if the culvert was in place, to which Smith indicated it is not. <br />Ottensmann questioned the time table for construction of the culvert in relation to the rest <br />of the project. Smith reported he wants to begin sewer and water within one to one and <br />one-half weeks. He estimated it may take 30 to 35 days, depending on the weather, before <br />work will start on the storm sewer since it will be the last thing installed. He indicated that <br />
